i dont know what the deal is i got the runes and some of them work and others say i dont understand that spell how do i understand other players tell me my intelligence is to low if so how do i raise my intellegence ive tried raising my library research to the h and still the same no help with casting the spell if u know anything please let me know

it is true that if your intelligence is too low you are unable to perform the more complicated and stronger spells. In addition intelligence can not be raised in game. It may be in future that this attribute can increase but still this would be a very rare incident. As a weak person will be unable to inflict a lot of damage with a weapon, a less intelligent person is unable to use a higher degree of magic.
By the way, it would be good if you could use at least some punctuation marks in your text. This would make it easier to read your post.
