yes, in order to change language your speaking do !l language
the languages are human, dwarf, lizard (or is it lizardmen? I dont know some help here?), elf, and orc. To use the normal language the language name is common. The letter in !l is L not I too, you cant tell the difference here.
ive seen some humans speak elfish ... and i can understand a few letters ... wasent it just listen to them long enough and you understand or something?

Anybody can *try* to speak any language.

I'm not sure whether the occasional letters are random, or whether understanding can be improved by listening (or some other way).
I also thought that there was an NPC who was supposed to govern a quest for the purpose of learning another language, but I also thought that quest was defunct.
So effectively: no idea, really.
Seems the people who would actually have a clue are too good to post it. As usual.
You are not able to learn another language. There is a bug where orcs can speak elven. The elven learning guy was posted about a while ago, he was created during a time when they thought you could learn language but being re-evaluated or something. He doesn't work, thats a fact.
