How do u read books? I cant even pick them up off the floor.

Well, I can help you with the book thing.

When a book drops on the floor underneath you, take one step away from it, face it, and then use the "use object" key combination.

You must've found your way out of there, because now you are in Vanima, the city of the elves. If you really want to leave such a beautiful place you can go west to the docks, where you will face a long trek to Troll's Bane.

THat city of the elves place is where they placed me and its only one building... but ya it doesnt pick up the book for me sometimes it doesnt even do anything thanks for your help everyone, i dont want to seem ungreatful

Alright well i managed to read this book called the art of magic while it was on the floor but i dont have any runes... it told me all this stuff like SIJ is the rune of water and stuff but whats that mean?

The magic system is currently in-work, all in-game books about magic are giving you info form the old magic system. You'll have to wait for aqll types of magic at this time.
