Matters are in hand to resolve this situation.
To clarify.
Trollsbane will charge a flat fee of 250 copper. This buys us the right to work and trade in Trollsbane as normal. This right is set for 3 months. After that it will be reviewed and you may have to pay again.
You do not have to pay the tax if you are buying from traders in Trollsbane or are just visiting the town. The tax is payable if you wish to sell your wares, use Trollsbanes tools or facilities or gather resources from within the limits of trollsbane.
As a sidenote Marie and Faladron have already paid the tax. I am sure that, for a small fee, they will be willing to sell your items for you in Trollsbane.
Of course you can always trade elsewhere. Maybe an opportunity for a merchant to visit Varshikar to collect goods to be sold in Trollsbane.
There are many ways around this tax. And negotiations are already under way to solve the problem anyway.
To Marie and Faladron, Varshikar will not see you out-of-pocket in this matter. You will be compensated. Even if I have to give you my last copper to do so.

Which tax are you referring to?
The Varshikar tax applies to all non Varshikari, excluding citizens of Tol Vanima and anyone who has obtained a right to pass.
If you mean the Trollsbane tax would it not be better to ask the authorities in that town. It is their tax after all. However, since I am a helpful person I will give you my thoughts on the matter.
The trollsbane tax applies only to Varshikari.
Identification is easy. Firstly you could ask or you could look to the list of citizens included on this wall. You can trade freely with Varshikari. However the Varshikari may only buy from you, not sell to you, unless they have already paid the tax. In which case everything is fine and you can trade as normal. Clear?
Good.

To the writer who failed to leave his mark.
Firstly if the citizen traded (meaning was selling his own wares) the tax is not 'wrongful'. And by fleeing he would show he knows he is doing wrong.
I doubt the Guard would consider non-payment of tax worth chasing someone all the way to Varshikar for. But said person would most likely get a poor reception upon returning to Trollsbane. Finally our leaders and diplomats who are working to reach agreements over this would take a dim view of any who would jeapordise their efforts.

Warning! I would like to ask the city state of Varshikar to please hand over the human convict known as Monk Joshua Bichmond to the city of Trollsbane if he is seen as he is known to be in hiding in your city. However only experienced fighters are advised to try to kill or capture him as he thought to be heavily armed.
He is wanted by a private group of people from this island and also by several guilds due to the murders and attacks on several guild members, I also believe he is wanted by the Troll's Bane Guard.
Thanks once again for your co-operation,
Igrine Redbeard, Page of Kallahorn

Kl'urk waits at the messagewall and looks who writes the messages, once he see the one writing he takes his waraxe and walks to him, grabbing his arm, he grins broadly and his eyes glow of fightlust. With a minatory voice he speaks
Gotcha! Now you Kl'urks, Kl'urk get much coins for head, Yubba! Har har!

Dear Moshker,
I would like to say that I am appaled at the way The Varshikari, or at least you, treat visitors to your land. Today I had been hunting ogres and on my way back to Troll's Bane I stopped off at the depot in your City to get a Potion to help me heal as I was badly injured. There, I saw you having an argument with Kamik after which you decided to treat me with much hostility and unfriendliness and proceeded to try and set me alight at which you singed me badly on my rump. I hope we can settle this.
Yours truly, Igrine Redbeard Page of Kallahorn and friend of Varshikar.

Igrine,
Next time it would be wise not to raise your blade to your friends, or come armed with a member of the Trollsbane guard at your side, or steal resources in a land where you have no right to.
I will not tolerate those who collect taxes for Trollsbane and then avoid paying the same when in our lands. Don't have high expectations for a friendly welcome next time I see you thieving, either.
I Am,
Moskher of Varshikar
The guard of Trollsbane have a peculiar love of our land. Rumors float that they came, armed to the teeth, hunting through the Kumdul Desert. Unless I see an official denial, there will be a tax owed for each of them.
Kamik Windlasher was caught by myself with many friends along with him, one who likes to play with axes. He accepted responsibility for his friends, and thus owes 1000 copper for his trespass.

Moskher, if I am not mistaken Gabon Corad, A Knight of Kallahorn, swore an oath to protect Varshikar. As such I assume that the Knighthood is free to come and go in Varshikar for if one swears an oath the entire family must help uphold it.
If you do not want this protection continue to harass and tax this Knighthood as they walk your lands keeping it safe.

Dear Moshker,
I would like to inform you that I was not actually accompanying Kamik to the city and that he only said this so as to shift the blame from me because I would like to point out that he is a very noble human. Also I would like to ask you to remove the fine placed on him and I would like to help your city in some other way to pay it back. I would like to point out that it would be easier if I could pay this in services rather than coppers as I am very poor, my money is given to others to aid them, rather than spent on worthless material things of which I have no need for.

Stephen and his Knighthood,
The issue with the orc, Gabon, was already settled and related to the fact that he was there with several trespassers and did not explain to me who he was. Only after the fact did he do so, and I apologized to him directly well before you took time out of your day to write on this parchment.
Your other knight threatened me with an axe, and if he deigns it fit to do so again he will find more than singes on his backside. Perhaps if he were protecting the city at that moment by expelling foreign guardsmen, I would have been much more friendly.
Kamik's taxes still stand. This is not our first visit from the guardsmen and they should be more wise. They can act as thieves and bandits in their hometown, if that is what they consider as correct ettiquette of a guardsman.

Indeed. He currently owes us 1250 copper pieces. No doubt he truly owes us more, but a man of such low moral standing would be the last to admit to his trespasses. If he is found in Varshikar, collect the tax (adding another 250 copper to his fine), or collect his hide. On the occasion of the former, make sure to escort him out afterwards.
Happy Hunting,
Moskher of Varshikar
