Bürger von Troll`s Bane,
Die Graue Rose hat heute, innerhalb der letzten Tage zum zweiten mal, einen Menschen, der sich Ceigan nennt, festgenommen.
Er wird beschuldigt:
1. .. wiederholt Feuer im Eingansbereich vom Laden Elizas gelegt zu haben, und zwar vor 3 und vor 4 Tagen.
2. .. geflohen zu sein und der wegen Punkt 1 von mir persönlich verhängten Strafe entzogen zu haben. Aufgrund der meinem Kenntnisstand begangenen Ersttat, habe ich großzügig und milde nur 2 Tagen Haft für Ceigan erteilt.
3. .. am heutigen Tage mehrfach insgesamt 6 Trolle in das Stadtgebiet Troll`s Banes und in die Burg der Grauen gebracht zu haben und damit alle Einwohner der Stadt gefährdet zu haben.
Die Liste verlängert sich zusehends und mir scheint, würde keine konventionelle Strafe bei diesem Mann wirksam werden. Drum werde ich Ciagan vor ein Gericht stellen, bei dem der gesamte Stadtrat bei einer für die Bürger öffentlichen Ratssitzung über ihn entscheidet,
Es scheint Ceigan ist mental kaum zurechnungsfähig. Er spricht wirr, trägt Frauenkleider und ist durch sein unkontrolliertes Handeln eine bleibende Gefahr.
Es wird zu entscheiden sein, wo solch eine Person auf Dauer zu verbleiben hat.
Eine Übersetzung dieses Briefes werde ich, sobald es mir möglich ist, später anhängen.

Citizen of Troll`s Bane,
Today the Grey Rose caught a human called Ceigan for the second time within the last few days.
He is accused to...
1.
...to tried to burn down the shop of Eliza for two times (4 and 3 days ago).
2.
.. to fled and interrupt his punishment because of the first point. For his first acting my punishment against him was very tolerant and mild. I jailed him for only two days.
3.
.. to took six trolls inside the town wall of Troll`s Bane and the Castle of the Greys (it was today). Thus he endangered all citizens of Troll`s Bane by his acting.
The list against him becomes longer and longer each day and i do not believe that any conventional punishment can help against his acting. Thus i want a court about him. The whole Town Council should decide about him within the next public meeting.
It seems Ceigan has a mental sickness and is not very sanely. His speaking is confused, he wears a curious dress. He is a danger for all citizens of our town.
We have to decide, where he can remain for the rest of his whole life.
