Can you build houses on Illarion or are thy still working on it? (and i would try to find this out IG but i am waiting to be accepted/rejected)

No, you actually can't. It's planned.

If you want to buy/build a house, you have to ask a GM, give lots of money (very much) (IG) and have a reason for it.

Usually it is more than just money, it almost always includes having to gather iron, coal, and wood. You also need at least 4 characters, all played by different players, to build anything.
