A youngish man with blond hair and blue eyes pulls in his fishing rod. There's nothing on it and his grins. He puts another worm on and tries again. He pulls in a little greyback, totalling five fish for the day. Stretching, he stands up and takes his fishing rod over to the town boards.

I've noticed how few fishermen there are and how many fish there are. Is there something wrong with the fish? Otherwise, it would be very pleasing to see everyone partaking in the wonderful sport/occupation/hobby of fishing. Maybe a club or guild could be started. What say you, the townspeople?
I think a fishermen's guild would be a wonderful idea. The reason there are not enough fishermen is because the pay is not very good, but if we get organized, perhaps we can think of ways to increase profit.
I believe that the reason the pay isn't good is because there are too many fisherman. We could organize ourselves... but don't forget the focus. One of the basic principles of fishing is to enjoy life as it is. Don't ever forget that.
