I think the magic academy training people and various independent mages teaching are good ideas, but I think if you use one the other needs to be used too, that way there is no monopoly on the teaching of magic.

Monopoly shouldn't be a problem, as not every character with maxed intelligence should be learning runes at the same time...

As mentioned before, it would be a great idea for the GMs to give an adept RPer at least one of every low to mid level rune book to teach an apprentice, that would be able to learn the magic so long as he/she presents decent quality roleplay and doesn't just want to kill everybody/everything with it...

And high level books used for powerful spells could be obtained in a more difficult manner, such as a major quest or large amount of experience.
