Oxi wrote:The Council are pleased to welcome back an old friend and colleague. S'rrt and I have been in correspondance throughout his journey and since he returned to Gobaith so I bear witness to his recovery and greater learning. I am glad he now feels ready to offer his services once more to the Town and her people.

With the return of S'rrt and the continued dedication of Leon, the Council would perhaps be expected to make a difficult choice between these two experienced Captains. We however, feel this would be foolish. No guard with such extensive experience would likely be content serving under another and I refuse to insult either by asking them to do so, or to risk losing the Town a guardian of such experience. In these exceptional circumstances therefore, a division of the role of Captain of the Guard has been proposed and ratified by the Council. Whilst we are blessed with two able Captains we will make use of them, although this should not be taken as a precedence for future arrangements.

The Council hereby announces S'rrt K'shire as Captain of Internal Security and Leon Demelii as Captain of Military Defence.

The Captain of Internal Security will be responsible for:
Overseeing Town patrols
Judicial liaison and keeper of criminal proceedings ledger
Training of new recruits

The Captain of Military Defence will be responsible for:
Defence of the Commonwealth
Security of the Town walls
Training of qualified guards in military manoeuvres

Both Captains will be expected to continue to contribute to all roles where required but are assigned distinct responsibilities according to their skills.
Agreement of both Captains will be required for the admittance of any new recruits and subsequent promotion to Guard.
Council approval will continue to be required for the promotion of any Guard to an officer role.

Gentlemen, we wish you every success in your future roles.

ATTENTION:
Even though the swarms of insects are of minor concern to most citizens, they still have a potential to seriously harm some. It seems that each time we kill such a swarm, their offspring comes back somewhere else to get revenge, usually somewhere inconvenient.
Thus instead of killing the swarms, lead them somewhere where they won't be a problem, like outside the gates or in the jail.
Oxi wrote:Temporary assignment of William Erundas to the position of Lieutenant of the Town Guard
The Guard Captain and the Town Council have agreed to enrol William Erundas as Lieutenant of the Guard for a temporary assignment of a maximum of one Dwarven month.
This position has been proposed to alleviate any pressure on the Captain and allow consolidation of the Guard following resignation of a valued member, provide cover as the Captain may need to be away from Town during this period, and to facilitate the building of closer relations between the Guard and Council.
It is also hoped inclusion of a mage in the Guard will encourage a broader spectrum of recruits to apply and it is suggested anyone interested speaks directly to William, along with the Captain.
Any recommendations identified by William are to be brought before the Guard Captain and the Council for discussion should they involve significant alteration to current protocol.
William is to be withdrawn immediately in the event of selection of a permanent Lieutenant who is ready for action before the Dwarven month has passed.
Any abuse of power will result in instant dismissal.

Troll's Bane Border and the Guard's Authority / Grenzen von Troll's Bane und Handlungsgebiet der Stadtwache:
Image
Note: The map should be used as a guideline and not an official, accurate document.

Competence of the Troll's Bane Town Guard:

1.) The Town Guard of Troll's Bane was given the duty to care for the security of the town by the Head of the Council of Troll's Bane.

2.) The Troll's Bane Town Guard will act within the borders of Troll's Bane and within the laws of Troll's Bane. The guard will be observed by the ruling of the Head of Council and/or the High Judge.
If you feel mistreated by a guard, don't panic! Don't use vigilante justice! Talk to the Captain of the Guard instead, or directly to a councilor or the High Judge.

3.) The Town Guard of Troll's Bane was founded to enforce the laws of Troll's Bane and to protect the citizens of Troll's Bane inside the borders of the town.

4.) In case of emergency or an investigation the citizens are told to obey the guards words. Hindering them in their duty or resisting their decisions is prohibited. Mind that the guards will be chosen considerate and know what they are doing. If you wish to participate in protecting the town and its citizens, you can apply for the post of a guard.
A direct attack on any of the guards results in a direct one week ban.

5.) In general, the guards are told to wait for a trial before deciding upon the fate of a person. However, if the life of a citizen or the life of a guard is in direct danger, a criminal tries to escape or major rules of Troll's Bane are violated, the guard got certain options:
a.) A temporary one day ban may be imposed by a guard, to secure the town until the High Judge has spoken, this ban can be pushed to one week by the Captain of the Guard or acting Captain if one is not present.
b.) The guards have the right to attack and maim a criminal who tries to resist against a ban and poses a direct danger to the safety of town.

All guards have an expectation for behavior that they should keep in mind at all times. Complaints will be investigated, and if there is any wrong doing, there will be warnings.

2 Cases - Suspended from the guard for a week, 15 silver fine

Recruitment and promotion:

Captain:

Captain: 30 silver
Lieutenant: 26 silver
Sergeant: 22 silver
Guard: 20 silver
Recruit: 10 silver

Punishments:

If the suspect is found guilty of an offence there are a number of punishments that may be recommended either individually or in combination:

Fine:
Payment of money by the criminal may be ordered to compensate victims and/or reimburse costs to the Town. Typically the fine will be split proportionally between victims and the Town. If the crime was committed against one person then the victim would receive half the value of the fine and the Town itself would get half; in the event of there being two victims the fine would be split three ways, and so forth.

Time in the Pillory:
Petty criminals committing minor infractions of the laws may be sentenced to time in the pillory where Citizens and visitors are encouraged to demonstrate their disapproval through the throwing of mouldy fruit and bad fish. A criminal can be ordered to spend a maximum of two Dwarven hours in the pillory.

Temporary Banishment:
A convicted criminal may be banned temporarily from the Town limits for a maximum of one Dwarven week by the Judge.

Temporary bans may also be employed prior to conviction to keep the peace and allow the Guard to fulfil their duty. A ban of one Dwarven day can be applied by the Guard to quash minor disturbances and to allow proper investigation of a crime; where necessary this may be extended to one Dwarven week by the Captain of the Guard or another Officer.

Breaking of any temporary ban may lead to further charges being levelled against the perpetrator.

Resource Collection:
Often used in conjunction with a temporary ban, the criminal can be directed to gather resources for the Town; completion of the task they are assigned should draw their punishment to a conclusion so they can be readmitted to the Town as a reformed character.

Resources ordered may include lumber, ore, coal, stone, leather, fur, ash, meats, fruit, crops, herbs, and wool. Manufactured products may also be ordered, particularly if the criminal has a known trade. Time allowed and quantities ordered are at the discretion of the Judge; they type of resource should where possible be discussed with a Council member to ensure the most urgent Town needs are met. At the conclusion of the punishment the resources must be handed to a town official and transferred to the treasury within one Dwarven week.

Labour Contract:
Labour contracts are most suitable for persistent offenders or criminals who have committed more serious crimes. Again this form of punishment is likely to be used in conjunction with a ban. A labour contract will be sold to the highest bidder for a period of not less than two Dwarven weeks, nor more than two Dwarven months. The profits of this contract will go direct to the treasury.

It is hoped that most crimes will be reasonably dealt with in this way although in extreme circumstances where the lives of Citizen's continue to be put at risk, or a Criminal refuses to pay their fine or accept any other form of punishment, the Judge may recommend the following more severe actions:

Permanent banishment:
The criminal is permanently excluded from the Town limits and may be attacked if they fail to adhere to this order. This punishment is only to be used in futile cases concerning the most severe of crimes, namely murder, as it offers no opportunity for rehabilitation of the criminal or provision of compensation to their victims.

Removal of Citizenship:
If the criminal is currently a Citizen of Troll's Bane they may lose status as a Citizen and any benefits that may come from that.

Kill order:
In serious cases the Judge may issue a kill order for the most heartless offenders who commit murder and other serious crimes. Such criminals may be attacked at will by any individual with the means to do so without fear of prosecution as they are acting against an unrepentant felon of the worst kind.

Further punishments may be suggested by the Judge on an individual basis where deemed appropriate but will require Council approval (majority vote).

Troll's Bane Laws:

In all instances where possible, criminal complaints will be accepted from the districts as well as within the Town walls.

Where guilt is immediately admitted by an individual for a minor offence, the Captain of the Guard or another Officer may issue a fine to ensure expedient execution of proceedings.

Where the suspect denies guilt for a minor offence the case must be referred to the Judge.

The Judge will decide all cases of criminal complaints for all medium and serious offences, as well as disputed minor offences, following thorough review of the case including interviewing of all complainants, witnesses, and suspects.

For the most severe offences and controversial cases the Judge may employ a jury of 3-5 of the suspects peers to make recommendations, although (s)he will preside and retain the overall judgement.

I. Minor Offences

A. Thievery
Anyone who takes property against the will and/or knowledge of the owner is committing thievery. If convicted the criminal must give back the items (or something of equal value) to the original owner plus an added fine to be paid to the Town treasury or also to the original owner.

B. Break in/Trespassing (Private building)
Whoever breaks into a house of an individual against the will or knowledge of the owner, or refuses to leave when asked to is engaging in trespass.

C. Disturbance
Anyone who interrupts the peace of the Town with hostile, destructive, or disturbing acts should cease immediately upon request. If they continue despite warning from a proper authority then they are subject to a criminal charge.

D. Assault
Assault occurs when one person attacks another with their own body, with metal weapons, or with objects, but does not actually kill the person (murder). Voluntary violence between two individuals (duelling) is permitted outside the Town walls.

E. Defamation
Everyone who purposely designs and spreads false claims to harm someone else or to benefit themselves commits a crime in terms of the law.

F. Conspiracy to commit a Crime
Should a person be caught in the act of planning, attempting or inciting others to break the laws and regulations alone or in a group, he or she is subject to the exact same punishment as he would get for doing the crime.

Claiming to be a Government Official or Guard for some kind of benefit when one actually is not is a crime under the law and will be dealt with accordingly.

D. Disobedience
Everyone who refuses to follow official orders of the Town Guard or the Government, especially refuses imprisonments, bans or other official punishments commits crime in terms of the law.

E. Robbery
In cases of thievery where the victim is threatened to be harmed by violence the crime has to be raised in seriousness to Robbery. When violence is actually used and not just threatened the crime has to considered as assault or attempted murder along with robbery.

F. Threat and duress
Threatening a Citizen or a Resident with violence, or trying to force them into doing something against his will is crime against the law.

G. Kidnapping

Selling one's body in an explicit manner inside the town walls is against the law and will be dealt with accordingly. Punishments can include a warning or fine in initial cases and a ban or loss of Citizenship in repeated cases.

III. Serious Offences

A. Spying
Spying for the benefit of other town or organization is a crime under the law. The magnitude of punishment depends on the graveness of the leaks, to which organization/town the spying has been conducted for and the duration of the spying. Always treat the case as category III crime until proven otherwise.

B. Murder
When a person is irreversibly killed by someone else, and it cannot be determined that this was in self-defense, it is seen as murder in front of the law ((OOC: Only Perma-deaths can be murder)).
Anyone accused of murder who doesn’t turn him/herself in immediately becomes an outlaw.

C. Arson and damaging of property
Anyone who through fire or any other means, intentionally damages the property of the Town, an individual, or a group commits a crime under the law. One who causes unintentional fire damage should seek to pay the owner for repairs.

D. Treason
An individual, who alone or in a group, commits any or all of the following acts may be found guilty of treason: Inciting a rebellion; belonging to, associating with, assisting or supporting a group which plans to overthrow the government of Troll's Bane; assassinating a person belonging to or working for the government (or planning to do those individually). Anyone convicted of spying may also be punished for treason, and vice versa.
Recommended Tariffs
The Council has voted to ratify the following article.

In order to expedite the legal process and to help ensure fair application of penalties the Council has issued recommended minimum and maximum tariffs for minor and medium offences.

This system will enable greater punishment of repeat offenders and also consideration of any mitigating circumstances.

It must be remembered though, these tariffs are only recommendations, and where agreed under special circumstances more appropriate punishment may be issued.

Due to the serious and often complex nature of more serious crimes, the Council will not recommend specific tariffs but as always is available if discussion is warranted.

Re: Town Guard of Troll's Bane

The Dwarf Hew Keenaxe was seen breaking ban again. He was asked to leave multiple times and denied them all. As there was no guard to put him out, he was forcibly removed from the town.

Fredric Drake

*A small note is tacked under the first*

I asked the dwarf to leave multiple times. After which he and i fought, i put him to his knees and told him to leave, he refused. Then i put him to his knees again. After which he left town with me on his heels, not once did i send him to the cross. I would ask that this be taken into account after reading the obnoxious ramblings of the dwarf's so called defense.

Re: Town Guard of Troll's Bane

The EX-Judge Fredric Drake attacked me, with intent to kill. This is even after I informed him I was just banned, not KOS. Still he persisted. After a short scuffle, I let him go. I didn't want anything else on my head. Still this meant I had to flee the town when the only reason I was there was to settle the matter of the bug.
All this nonsense needs to stop! And Now!
I just swatted at a bug!
I want charges brought against that fool, Fred. And I demand my charges be dropped or at the very least finally judged.

Hew Keenaxe

Sneaks carefully back into town, and places the note

That fool only still draws breath now because I let him. If i had not wanted the good wishes of the town of Trollsbane he would be fished up with lamps an buckets by now.

Re: Town Guard of Troll's Bane

Hew, I'm going to make this very clear for you.

You have assaulted the former Governor.
You have masqueraded as a higher-up in the town Guard.
You have assaulted a fairy among other people.
You have threatened to harm the citizens in front of me, the former Judge and others.

A ban means you are banned, means you're not allowed to enter the town.

Guards have the right to attack and maim a criminal who resists against ban. Fredric Drake has my permission to do the very same thing for he knows where you stand and he's been very gentle to you in that regard. I won't suggest other citizens as of yet to help remove you forcibly if there's not a guard around but the longer you keep this up, the more I consider it.

The decision on your punishment is coming. No matter how displeased you are with the amount of time it has taken, it doesn't give you any right to resist the ban. If I see you personally and you won't take my advice and leave the town, it will not be pretty.

~~ Guard Captain S'rrt K'shire

Re: Town Guard of Troll's Bane

The human Neoli has was attacked twice in the pig den by the lizard Arhimir. He attacked her once and ran after her as she tried to get away so a simple warning is not enough for a punishment.

Hew Keenaxe was removed from The Fluffy Sheep with force, with the help of Fredric Drake. Hew refused to obey my orders to leave so he was dragged to the cross, tied up and thrown out of the gates.

Re: Town Guard of Troll's Bane

The Town Guard is working hard to make sure it's prepared for the month of Mas. The streets and the walls will be patrolled more regularly.
If any citizen (outsiders have lesser priority) plans on making a visit outside the town walls, on Troll's Bane territory, they will be arranged protection upon request.

P.S I would like to welcome the recruit Arcatius Vesci.

More on Mas: In case of emergency the citizens are isntructed to move and will be moved to safety in the library's second floor.

Specialists wanted!
A People Person for the library in case of the emergency in Mas, to keep them organized, calm and fed while the Guard does its duty outside.
A Quartermaster from Troll's Bane to create and distribute the best possible weapons and armor for the Guard.

Re: Town Guard of Troll's Bane

Mas is just around the corner. I would like to see every possible guard in Bane for the time of Mas so that they can prove themselves.
A reminder: If madness mummies appear, do not kill them. Instead lure them outside the gates and run back inside when they're not following you anymore.

In case a guard hasn't seen these already, here's the attention and the Troll's Bane outer border map from the initial post:

Re: Town Guard of Troll's Bane

Just to let you know, the borders marked above are neither accepted by Kumdah nor by any other guild i know. You can found notifications about that topic in the Notifications archive in the towns Library. Look for Notifications from the 05. Siros 31. To find a solution we would introduce the Trolls Bane Government and the other settlements and land owning Guilds to come in the New Year together to a boarder’s conference.

Kyre places a parchment copied from the Town of Troll's Bane official board onto the guard's board, reads the preceeding parchment and mumbles something about sending a raven.
Cartographer required
It has come to my attention that the Town has not been surveyed recently and the older maps may not be entirely accurate these days. I would like to invite Citizens or other interested parties to produce two maps - one of the Town itself with the buildings marked 1-12 and one of the Commonwealth with the districts marked I-VIII as listed on the official Government parchments.

All applications for the job should be sent to myself. Preference will be given to applications by Citizen's in the event of there being multiple candidates. A small reward will be provided by myself to the successful applicant on completion of the maps.

Re: Town Guard of Troll's Bane

The map above shows where the Guard will chase the criminals, at least.
The Guard's attempts at surveying have produced rather confusing and vague results with no easily determinable borders as there just aren't enough non-contradictory landmarks. This is why I'm using the borders from the map that Grey Rose had made with the permission of Head of the Council Oxiana.

*A parchment has been nailed to all gates and walls surrounding the outside of Bane*

For anyone locked out or wounded

Councilman Oxiana and myself are welcoming any person looking for shelter in the safety of our Keep, just northeast of the Troll's Bane teleporter.

The enterance to the keep is located underground in the Copper Mine where both doors will be kept unlocked for the remainder of the month. Note that all other doors will be locked.

Re: Town Guard of Troll's Bane

ATTENTION: DO NOT KILL MADNESS MUMMIES EVEN AT DAYTIME.
The madness mummies will multiply despite daylight during Mas. Wait for Mas to end, then kill them when the sun has risen.

The Arena/Theater just east of Troll's Bane, the desert and Silverbrand are unsafe. More places will likely share the same condition.

*Adds a small note at the bottom of the large parchment above*

Also, whether you be guest or citizen.
Over the month of Mas please do not undo the hard work being undertaken by town officials and allies by leaving gates to the city open.
This not only creates more work for them but also places the safety and wellbeing of those inside the walls at unnecessary risk.

Kind Regards,
Robert

Re: Town Guard of Troll's Bane

Mas passed without a considerable amount of damage. We hope that Arcatius Vesci has a quick recovery from his wounds.

Unrelated to the madness mummy invasions, the pirate daughter Mary has passed away. I ask that anyone who might know how to contact her father, who I passingly heard being called "Redbeard" or something similar to that, contact me. Aral Canem was the one talking to her about the subject so I would very much appreciate Aral informing me in regards of her father.

The Guard is looking to recruit mages, preferably some who can also defend themselves in close combat. If such battlemages are interested, find me in town or send me a message.

The spot for a Quartermaster Specialist is still open unless one of the guards wishes to take that role. If so, contact me immediately.

Re: Town Guard of Troll's Bane

The lizardess Ssaar'izor appeared in front of the prison, demanding to get to councilor Uhuru to do her harm. I was standing in front of the door, while Uhuru was inside, to protect her. Ssaar'izor tried to get to her by attacking and going through me before Evie showed up to paralyze Ssaar'izor and attempted to put her down with offensive magic while I used my daggers further.

She then vanished into thin air. We looked for her, then waited, for nothing.

I request that the High Judge puts a Kill On Sight-order on her for her attempts at murdering mages as well as the people defending mages.

Re: Town Guard of Troll's Bane

After reviewing what I was able to find on the most recent events concerning mister Hew Keenaxe for the time being I feel like that it would be best speed up his trail process instead of leaving him in waiting. I’d like to ask anyone who has had dealing with Mister Keenaxe and wishes to press a charge to please send me a letter detailing the nature of the incident. I understand that there may be charges going back very far into the prior year but in order to keep the clutter down I’m asking that only reports from the last half of the dwarven year be sent to me. Any other testimonies can be put towards the character of the defendant.

I’d like to ask at this time if Mister Keenaxe has not already been detained, that he present himself for trial either by his own accord or by turning himself into the guard. Any trial will be held shortly after all accounts of happenings within the time I stated are sent my way. I’d like to give any such information two dwarven days to reach me.

As to the lizardess Ssaar'zor It's not up to me to decide something like a kill on sight order, that would be up to the council or the captain of the guard I think. until the lizardess is brought up for trial I can't pass any sort of official rulings on her case, it isn't my place to have that kind of authority. Unless it's some kind of emergency where both the council and th guard captain are unreachable, making rulings without giving everyone there fair trial is something I won't do.

Re: Town Guard of Troll's Bane

Felix, congratulations on getting the job. I'm looking forward to our cooperation.

If you'd like, I can gather you the reports about Hew Keenaxe over the past half a dwarven year.

According to the current town laws it is up to the High Judge to issue such an order though it was just a personal suggestion. I can gather you testimonies about Ssaar'izor as well.

I turned myself in to that traitor smith, Mr. Pee Air. I now sit in your jail, though the door does seem to be ajar. Best come quick. If you wish for me to co-operate, bring beer..lots of beer.

Aye, Hew was bodily dragged into the cell after appearing in bane for his detainment on this the 17th day of Elos. Let us please render the trial quickly lest we want the jail to reek of a brewery.

Re: Town Guard of Troll's Bane

So here I sit, at Borgates. Gettin drunker by the minute, good for me, bad for you.

I expect to be tried with-in a dwarven week or I will consider myself free.

If you don't see me here, check one of the trees close by. I do have enough manners not to go on the floor.
I'll leave this sorry arsed canary to carry your note.
