Trolls Bane Citizen Opinions

A parchment appears at Eliza's table next to stacked sheets of empty parchments with an assortment of pens laid out for easy reach.

As a preamble:
To the the citizens of Trolls Bane. There has been speculation of some as far as criminals in our city. There are ideas such as the pillory, banning, contracts for labor, contracts for the donation of resources for the city as restitution, and Kill on Sight orders. The councilors of course are always interested in hearing the opinion of our citizens. Please voice your opinion on the following. If any parchment is left unsigned, it can't count as the voice of a citizen.
1. What sort of reform if any do you feel we need in the sentencing laws of our city.

2. Do you feel there should be laws regarding sentencing, or should this be left entirely up to city officials?

3. Should there be a limit on the maximum amount a criminal can be banned? If so what other forms would you suggest if this criminal continues his/her ways?

4. Any further thoughts or ideas you may wish to bring up regarding Trolls Bane justice.

Assault occurs when one person attacks another with their own body, with metal weapons, or with objects--
A mage told me that this wouldn't include magic as your body apparently isn't used for magic. I don't know how that works but this is just something another individual pointed out to me and now I point it out to you.

2. Laws for sentencing would probably make it easier for the High Judge. There has been a lot of bannings as opposed to warnings, fining and other things.

3. Yes, there should be a number for bans. If they continue, I'm thinking permanent ban or jail, or both. If that doesn't get the message across, death sentence but obviously that would have to be extreme.

4. As a guard I would greatly appreciate having two things: being able to issue a fine on the spot of a petty crime and a guideline for fines. The High Judge rarely issues fines for crimes and it just seems like more work for him. The laws for the smallest crimes should display a static amount of money to be fined.
This also implies that people wouldn't get "marked" as a criminal on a public guard board over something very minor they did. They would just be fined on the spot and be done with. If they need to be fined far too often, obviously the other punishments would come into play. If they don't have the money or anything equal of the value to pay with, there's always a short ban or a contract for labor.
As for an additional method of punishing, the new stockades should be used. The criminal would be openly humiliated. Maybe the public could be allowed to throw rotten foodstuffs at them..
