Here is an idea which people can RP but the technical damage is not implied. When firing arrows you can have a campfire nearby and use arrow with fire or what ever to make it lit. This ofcourse would have some cons and pros
PROS:
More damage
Slower
CONS:
Special arrow tip
Light only few at a time
Burnout

I am pretty sure an arrow without any oil on it wouldn't stay on fire very long as it flies through the air. The archer would need to roleplay using lamp oil, then the camp fire, then shoot.

So I could shoot people and then they burst in to flames...

Unless they weren't wearing anything particularly flammable, like plate mail, and they if they did catch fire they'd hurl their clothes off. In the game as it is; people don't catch fire. Plus we can't jump in rivers and put ourselves out which would make them unfair.

I didn't imply it to burst into flames, just do more damage. And you would have to make a different head involving oil.

A flaming arrow would be an average arrow with cloth, doused in oil, wound round the head. Due to the fact that the head would then be of increased weight and size it would reduce distance and accuracy compared to a normal arrow.

indeed, such an arrow would, if anything, be much worse against people. You do realise, val, that such arrows were used for.. .setting things on fire... as such, not very useful against people - directly.
