I assumed so, but I have now made many many garments of various shapes and sizes from both leather AND cloth, and have yet to see a tailoring skill appear in my skills box.

is this a skill? has it been implemented yet? can i gain it? whay is it taking so long to appear at all?

Yes, it is a skill.

It takes some experience before the skill appears in your list. Just be patient and tailor more clothings and dresses to become a master tailor.

Some characters may have their tailoring skill shown immediately after sometime but others don't, they need to tailor more so as to appear in the craftsmanship list. I think that the unique character stats that you set when you create your character, effects this Mikael, so don't worry, it'll appear after sometime.
