If I wanted to make a new account, but wanted the Runes from my old one, would It be possible for GM's to transfer the runes ?

No.

And before I forget it:

You are only allowed to have ONE Account.

You are not allowed to transfer anything beetween your Characters.

Violating these rules will lead to punishment.
