It shows the time of the place where the palyer is.
About the "When does the meeting start for me?"
What about take a calculator and type in for example "7-6=1"
Then you would know
"Oh great, when the meeting starts at 7pm in europe it is 1pm on the east coast of America"
I don't where you live but I'm sure you know about the different timezones. If not just go to
http://www.google.com and search for it. It is real easy.

Surely be to God you can tell it shows the time in your area. Look at clock-look at screen. Simple solution.

The time in game is linked directly to the system clock, which can be set to anything, really. You can set it to GMT, then you would know the count down. Of course it would be inconvenient, unless your computer's soul purpose is Illarion.
