Are only the dwarves allowed in Silverbrand? I have tried to get in a few times but I have no idea how to do so. No Dwarves were around when I did so, so I could not ask then.

consider the facts:
-It was built by the dwarves
-It was paid for by the dwarves
-It is a dwarven city
-It belongs to dwarves
-It is ruled by the Dwarven King Tialdin
The only way you can enter is to be invited by a citizen.
Also note - not all dwarves are necesarily citizens of Silverbrand.

it's not necessarily the head one could lose... its more the legs
I doubt a dwarf could reach that high

New question going alog with the subject...
Are there any other cities or towns that require you to be a citizen to enter that I should know of?
I found one like it at the north east end of the island but I can't remember the name of it.

I think you mean Northerot. Oh yes if you want to enter it be a citizen of Northerot or a friend of Darlok. The other alternative is, ermm... find it out IG

At the time yes. There are two:
-Silverbrand
-Northerot
That is all that requires a membership and such.
