hi im a mage and i ask this am i able too get just as strong in slashing weapons and parry and concousin weapons as eny other fighter?

Skill wise, yes, but really, no.  If you are a mage, then you have many attribute points on Intellect and Essence, not agility and strength.  So a fighter would have the opposite.  So a mage cannot become as strong in that respect.
