Put this elf on trial please

Today i have met a crazy elf and a crazy human. I think that something should be done about the elf. ((the human was a newb)). the elf cast a magical fire on the human in the shop who sells items to us. he also cast a huge magical fire on the small outpost with the anvils and depot next to the shop. he made the excuse that he had learned a new spell and was just practicing it but when we tried to question him further he ran out of town. ((he logged)) but i think it is suspicious how someone could cast a spell over 10 times in a short period of time when they first learn a new spell. I also recognized him as someone i have seen around before ((his # was 357**)). Then i met another elf who said that the elf i was chasing was named Elven ((how did he get accepted??)). with me in all of this was the human Faramier. if i could i would like for this elf to be put on trial for assaulting and large property damage.
