First, shouldn't the court decide wether the dwarf should punished or not?
Also, you do not know what the dwarf looked like or what his name was, right?
Your description matches quite a few dwarves.
So it would make pretty hard to judge him, wouldn't it?

Send a letter concerning the matter to headmaster Dyluck.

Freo looks upon the messages, a serious expression can be seen on his face.
Freo pulls out a piece of parchment and a quill and writes
"If the truth must be told, it is really not up to you to set a trial demanding it, find an official. The punishment is also not up to you, if a trial were to take place than the one who over sees it will give punishment. How much proof do you have, a picture is hardly valid, and neither are accusations. I am not taking a side, just stating several things I felt nessasary to state."
Freo takes his message and puts it over the picture, stabbing the quill into the board to hold the parchment, and walks away

Well, let's just let the court decide how much proof is necessary.

One of us dwarfs stole gold from you eh ? He took away an earth's treasure already is ours by nature ehm earth eh ? That's a paradoxum ... how a dwarf can STEAL gold ? I would say he just returned it to where it shall be and stay. Very senseless accusing ... very senseless and without any background.
