Heralds march throughout the main streets of Troll's Bane, blowing in their fanfares and shouting "The grand opening of the Lyrenzia Castle is about to begin!"

The main procession passes through the center of town and behind them walks five honourable citizens of Troll's Bane.
The five are
Earl Aragon of the Grey Rose,
Elder Damien of the Grey Light,
King Tialdin of Silverbrand,
Korwin of the Rangers and
Headmaster Dyluck of the Magic Academy.

Curious citizens follow the procession as a crowd begins to form behind it. The procession reaches a new road and leads to the nearby site of a new castle.

"Welcome to Lyrenzia Castle, office of political and diplomatic affairs!" procalims a herald standing in front of the castle.

Two guards open the huge iron doors and invite the citizens to enter.

As the people roam around the castle learning about the functions of the Lyrenzia Foundation, the five representitives of the Lyrenzia Foundation remind everyone that they are free to have any discussions with them about issues that they are interested in.

Fanfaren sind zu hören. Herolde marschieren durch die wichtigen Straßen von Troll's Bane. Sie lassen ihre Stimme erschallen:
"Die große Eröffnung der Burg der Lyrenzia Foundation steht unmittelbar bevor!"

Die Hauptprozession kommt durch das Zentrum der Stadt. Hinter den Herolden und Fanfarenträgern folgen fünf ehrenwerte Bürger von Troll's Bane. Die fünf sind
Graf Aragon von der Grauen Rose,
Ältester Damien vom Grauen Licht,
König Tialdin von Silberbrand,
Korwin von den Rangern und
Direktor Dyluck von der Magic Academy.

Erstaunte Bürger folgen der Prozession, ein Menschenauflauf bildet sich im Anschluss an ihr. Diese erreicht letztlich eine neue Straße, die zu einer nahegelegen neuen Burg führt.

"Willkommen auf Lyrenzia Castle, Ministerium für politische und diplomatische Angelegenheiten.!",
proklamiert ein vor dem Burgtor stehender Herold.

Zwei Wachen öffnen das schwere eiserne Tor und laden die Bürger ein, einzutreten.

Während die Bürger herumwandern und die Burg besichtigen und dabei etwas über die Funktionen der Lyrenzia Foundation lernen, erinnern die fünf Repräsentanten der Lyrenzia Foundation jedermann daran, dass sie zur Verfügung stehen, mit ihnen über Belange zu diskutieren, die sie interessieren.

A merry little Hobbit slams open the door of the castle and proclaims in his loudest and happiest of voices;

"Finally, an organisation that has taken action! A political movement, that has the potential to involve all citizens of TrollsBane-a truly virtuous and noble effort, one I am sure will outlast these great halls!"

Realising he is in a place that his loudest of voices is most probably not welcome, Brendan turns a bright shade of red and squeaks;

"Sorry"

And leaves the castle fervently.

We, the silverstar merchants, proudly present our joy caused by the unexpected establishment of this Lyrenzia foundation. We see this organisation as last resort in order to gain peace and protection for each and every citizen of Troll's bane, peace and protection that on these dangerous times seem only a mere dream. We place high hopes on Lyrenzia, but with the guidance of its honourable folk we shall finally free ourselves from the shackles of anarchy, we shall at last gain ourselves the prosperity that has been controlled by pricedumpers. Finally we shall archive law and justice, so each merchant can walk the streets of Troll's bane without fear of being brutally murdered.

Many of the honourable and wise are already in Lyrenzia, but in order to gain lasting peace, we believe that more should be gathered around the foundation. We, the SilverStar merchants, declare our interest to join into your ranks, if you see us honourable and worthy enough.

Der Zwerg hält in seiner Rede einen Moment inne, anscheinend einige Teile der Rede überspringend, und fährt am Ende des Pergaments fort:

"Viele der ehrenwerten und weisen Bürger sind schon in Lyrenzia versammelt. Aber um einen wirklichen Frieden erreichen zu können, glauben wir, dass sich mehr der Foundation anschliessen sollten. Wir, die Silver Star Merchants, erklären hiermit unser Interesse, der Foundation beitreten zu wollen, insofern ihr uns als ehrenwert und würdig genug befindet."

Yesss, I sssee. I am to underssstand you wisssh to imposse law. If we do not accept you, would you then force it on usss? Or will you allow the people of the town to make the decisssion to allow you to rule?

I do not remember being asssked if any of you 5 people should rule, nor do I remember hearing anyone being asssked. What makes you think that you can take it on yourssselves to rule without the people'sss consssent?

Perhapsss the people do not like all of you 5 asss rulersss. Jusst as the dwarfss of Sssilberbrand are only under the king if they ssswear feality to him... If I choossse not to follow you, what then? Am I sssubject to lawss that you decide to impossse and not thossse of the town itssself?

The alternative, is that you only enforce the lawsss that the town as a whole makesss, not that you make. That is the right of all citizensss ass I sssee, to enforce the lawsss of the town. But not to make new onesss without consssent.

Impose law? Who said anything about imposing law? I would like to see where you read that the rules and regulations that we write must be obeyed by anyone other than the guilds of the Lyrenzia Foundation.


You speak of "the people", "the citizens", "the town as a whole", and you think they can decide something, so I ask you: Who exactly is that?

How do you know who are "the people" of this town?
How do you know how many is the majority?
How many of "the people" are needed to make a decision? Are "the people" 50 people? Or should it be 60? 70? 100? 200?
How long should someone have lived in Troll's Bane to be "the people"? 1 day? 1 week? 1 month? 1 year? Or will the decision of "the people" be made by people who have no idea what they are talking about?
How do you know which people really exist? What if names appear out of nowhere that nobody has ever heard before? Are they "the people"? Or should 2 people need to have heard their name before? Or 5? 10? 20?

Who can decide these things? And who can decide who can decide that? And who can decide who can decide who can decide that?

I am glad to walk through Troll's Banes streets without fear soon.
Even Soy would like to play in the town without seeing clouds and ghosts.
And I like to wear a beautiful dress and not always my armor. It's much more comfortable.

May Lyrenzia Foundation be blessed.

The answer to that, Thereadore, may be a simple one.
The laws Lyrenzia has put into words, were all "unwritten" town laws before. Since they are now written, and supported by a great part of the city - the participating guilds with all their members - they will have to be followed by everyone who wants to live in Troll's Bane. These rules are not for certain people - they are for the town. Who choses to live in the town, chooses to accept these rules, which are very few. In a simple form, you could put them in those words : Don't kill, don't hurt, don't fight/train, don't steal, and don't cast in and near town.
The "majority" of people already supports these rules since a very long time, in their unwritten form. At least, so many people do so, that we can call them, carefully, a "majority".
This way, we are uniting to defend against criminals and killers, who nowadays tend to "act" in public. And we will be successful, and i hope you will be with us in that.

A woman has silently followed the procession, not wanting to be recognized. She has slipped into the castle with the others and had a look through the rooms and at the huge board where the laws are written on. She has read them carefully and with critical mind, but not yet concerned. She decides not to make a comment or a further step until having a clearer picture whether the foundation means danger to her. As she reads the notes concerning the foundation she decides to make a correction of what has been said:

It's not true that these rules are valid for every citizen (and I mean really every person that has ever been here) The rules of the foundation say: "The following are rules and policies that must be followed by those within the Lyrenzia foundation"

Yes, that is right. Thank you for recognizing and posting that.

To explain, these rules are Lyrenzia rules at the moment. Lyrenzia members will follow those, and work for the public in stopping criminals by using these laws. Everyone else following them, will therefor have no problem with Lyrenzia.
When accepted and supported by the public, these rules can be made common city rules. Here are thrse rules again, for those not visiting the castle :






The following are rules and policies that must be followed by those within the Lyrenzia foundation. First offences and minor offences will be met with warnings. Repeated offences and serious offences will be met with fines, imprisonment, or a request for the guild leader for an appropriate discipline or expultion from the guild.



1. Restrictions to the Casting of Spells within the town of Troll's bane

The unnecssesary and excessive casting of spells within the town limits is not allowed. This includes the action of the casting as well as the effects of the spell.
Casting spells within the town for the purpose of practicing is not allowed.
This rules applies to places in the town boundary. If you are in sight of the town, you are in its boundary. If you are within the sight of someone who can still see the town, you are in its boundary. In general you should be at least 30 paces from the town to be out of its boundary.
The use of a healing spell is only allowed when there is injured or wounded. One injured person should need no more than the application of a few heal spells at most. Excessive use of this spell is forbidden.
The use of a food spell is only allowed when it is necessary. One such person should require no more than the applicastion of a few food spells at most. Excessive use of this spell is forbidden.
Use of spells for recreational display at special events are allowed, but arrangements must be made with and approved by Lyrenzia first.
The casting of spells is allowed when it becomes necessary to use to engage in battle. But of course an unjustified engagement of battle itself is not allowed though.



2. Restrictions to the Engagement of Battle

The engagement of battle should only occur for a justified reason and should be kept to a minimum.
The killing or attempt to kill without a valid reason is not allowed.
The engagment of battle within the town for the purpose of practicing or training is not allowed.


3. The Concept of Property and Ownership

Stealing from another person is not allowed.
When in the vicinity of a building or territory that is legitimately owned or run by another, conform to the rules of the area set by the owner or manager. Exit the area when asked by the owner or manager.
Reckless destruction of any property is not allowed.

Yesss, these are the lawsss I stated before, that the town already acceptsss as law, and anyone may enforce them at their whim. Thessse are not new lawsss, but old oness.

Sssso is this ssso called foudation the purpossse of enforcing the exisssting lawss, and if ssso what makess you different than the miriad other groupsss who do the sssame thing?

What hasss changed that I ssshould care about?

As long as these "rules" only apply for the Members of your so called Fundation they are fine for me.

Will there be rules about farming, for example;

1) You cant farm on more than 50% of open grassland when there are other farmers wishing to do so.

2) You must rotate the land amongst farmers, eg. If there are four farmers, two can split up the land evenly and plant, then once they have harvested they must offer the 50% of the land to a farmer who hasnt grow yet so they may have a turn on the land too.

3) If no other farmers are present you may use all the land, but should another come along you must divide it fairly after harvesting.

Also I have know some lumberjacks to complain about things so perhapsl

1) You can only chop 30 - 40 wood at a time, you must wait for the trees you have chopped to re-grow before you can chop a further 30 - 40 wood again.

What are your thoughts on making rules similar to these so that all farmers and lumberjacks have equal opportunities?

Yes rules about farming in the town would be helpful.
Sometimes i hope planting in the middle from town would be completely forbidden, because it disturb mostly.

What the things about lumbering concern, i think a maximal border from logs each day is enough.

I think any farmer with good will can do that, as do I when I need it for my baking. As for the lumberjacking... don't you pity the trees cutted down so mercylessly for the mere purpose of making a profit? It saddens me such law even needs to be thought at...

I said to a friend a short while ago, there were so many guilds in Trollsbane that it wouldn't be long before a guild of guilds starts up.

As to your SMACC prices, which I normally follow, I'm going to be interested to see how Druids who dont make their own bottles will make a profit. You've cut the price of strong heals and wind potions by a third and beer by a quarter. In fact the only potion that hasn't dropped considerably in price is normal heals, which aren't a great seller at the best of times. I suppose though, if you have a big enough guild you can make money from these prices easily enough.

Ellaron, the so called 'our laws' are the unwritten laws of trollsbane, I personally am greatly suprised, if you as such honorable and respected person have a problem with obeying the ancient laws 'Do not towncast', 'do not kill' and 'do not steal'. Now these laws are just written and attempted to made officially-, not just silently accepted.

Please people, try also to see the good sides of things.
As for smacc, I am sure that everything will be concidered and then as fair decidion as possible is made.

For SMACC to become really useable, a trading council will have to be made. (Or SMACC council). It is one of Lyrenzia's Goals to start such a council.

For long, criminals have been saying the likes of: "What law is there to prevent me from doing this? What proof do you have? I don't see it written down anywhere."

Well now it is. We don't say that everything we write is THE law, but THE law is what each person considers THE law, and now you have a chance to look the lawless in the eyes and tell them that THE law is written, and be backed by 7 major guilds.

It's still up to each and every person to uphold the laws they believe, as it always has been. There will never be a specialized group or guard who can patrol the streets everyday and judge who is right or wrong, or fully protect you from outlaws. But soon we can do more, such as put them in prison.

If "might" is what it takes to uphold the basic principles and morals of -Do no towncast -Do not kill -Do not steal, that has for years been our standard of living and kept our town from slipping into utter chaos, then so be it, as it always has been.

If someone has a problem with these basic principles and morals of living in our town, then the Lyrenzia Foundation has a problem with them, as would every good citizen of Troll's Bane.

As for SMACC, these prices represent the minimum price as it has always supposed to. You are only used to trading by the average price, which some people began to call the SMACC price.

If you think that SMACC should represent an average price rather than a minimum price or that some prices should be different, perhaps you could change that if you get elected into the SMACC council one day. Since Lyrenzia has an efficient decision making structure within our managable number of people, which wasn't possible in a vast population, we can soon set standard critera for eligible citizens to engage in elections to elect people to special positions, which wasn't possible before.

You have no choice in the matter for the lawsss that already exissst. In sssuch, I ssssuport thisss foundationsss right to enforce lawsss that already exissst.

My only complaint would be if they were to make new lawsss without the people of Trollsssbanesss sssay.

If thissss foundation were to make new lawsss with the people of Trollsssbanesss approval and enforce them, then I ssssupport that. If new lawsss are made and agreed on by the vassst majority, not just a sssimple majority, then I will sssupport them.

I may not follow the lawssss at my whim, but I will sssupport the foundationsss right to enfoce them.

i do not, or did ever, follow these "unwritten" Laws of the Battlefield you call Trolls Bane.
I followed my Rules and i will ever follow them, as long as they seem usefull to me.
So this Foundation, or whatever it want to be, can set up Laws all day long, but they shall not expect me to follow these childish Rules.

Please ensure that you stop these talking to yourself and write some proper Lines.

Do you know why the basic rule of "no casting in town" is still widely known and widely accepted today? The rule was decided long ago when the population was one whole community and was small enough to know the majority. The rule was then able to be passed on because every new citizen who stepped into Troll's Bane came into an existing community that already incorporated the rule. Today, the population is too vast to know how many is the majority and the community is fragmented into several sub-groups, many which are unfamiliar with each other.

Lyrenzia on the other hand, is its own population with a structure that makes decisions possible. It can continue to grow and incorporate others into its own population whose criteria can be decided and identity will be known. Everytime someone joins Lyrenzia, they will joining and incorporated into a population already accepts certain rules and a decision making structure that reflects a known population.
