Plea for Reevaluation.
Your Guard is conducting action within jurisdiction of Galmair.
Please inform, reevaluate and organize alteration to the present situation.
Herewith i report continued interference to daily chores of citizens of Galmair,
directly by leadership of the Runewick town guard.
Infraction to Article 1 attestable.
Infraction to Article 3 attestable.
Information, evaluation and considerations regarding this case have been ongoing since 5.Siros78.
I herewith individually plea for a civilised solution to this situation.
Please avoid raising the profile of all involved persons and especially witnesses under the jurisdiction of Galmair.
Should no solution be found, i see myself forced to plea for vote and action by the Financiership of Galmair.
Please help involved persons avoid action according to Regulation 3-IV.

Malchus spared Runewick's announcement board rarely more than a passing glance whenever he came to town these days. Between old, yellowed decrees and dry screeds filling several parchments with discussions about Runewick's lack of professors, there wasn't much on it to draw the mercenary's interest. Quaint, quiet Runewick; nothing ever happens in Runewick, Malchus thought, which was why he went there whenever he felt like he needed some time to kick back and relax in between contracts. Only that this time a fresh and very official looking parchment caught his attention. It seemed his business had caught up with him this time.
"Our guard is takin' action now in Galmair?" Malchus smirked with quiet amusement.
"I can't believe good ol' Brassius would do such a thing. He's always been such a by-the-book guard, barely ever leaves his post by the bridge, in fact. It's a miracle he didn't take roots yet..."
Malchus slipped into the old, abandoned guardhouse and soon emerged again with a mallet and scroll in his hands, nailing it to the board right below Margret's letter.
Dear Assistant Margret
I'll hazard a guess that this message relates to me, Malchus. You should know that I don't serve in Runewick's town guard since 72. I hold no office in Runewick beyond that of the town's executioner. Whatever I do or don't in Galmair I do as a free man, without Runewick's involvement or sanction.
Galmair is to my knowledge not subject to Runewick, and thus also not subject to its laws. Runewick is Runewick and Galmair is Galmair — Runewick has its laws and Galmair has theirs. Seeing that it is your wish to bring my personal affairs to the authorities' attention and to find a "civilised solution" for them, I shall abide by your plea. However, my quarrel is with a citizen of Galmair about a crime which was committed against me in Galmair. I shall therefore bring my grievance before Galmair's authorities instead and let them judge it by their law.

*Two halflings come by, standing for a while infront of the board.
They look at each other a moment, shaking their heads and walk on.
Bare threehundred heartbeats later, in a hopefully unnoticed moment,
with help of long handled tongs, and the young climbing on the back of the elder one,
they try to get in posession of one of the parchments and walk on calmly.
If uninterrupted, the elder one can later be seen disappearing to the Halls of Elara,
to, hopefully, apply for ammendment to the ledgers without problems.*

People of Illarion!
Malchus would have you mistake violence for strength and intimidation for honor. He is a mercenary who profits by force and seeks gain through fear rather than honest labor.
He struck Netzach Nitzachon and falsely accused him of theft, hoping that slander would succeed where truth could not. Such deeds reveal not courage, but cowardice.
Illarion belongs to those who sow, harvest, shepherd, and build: not to those who raise a fist for profit or spread lies for advantage.
Stand together. Reject fear. Let truth overcome slander, and let honest folk show Malchus that the strength of Illarion is found in its people, not in its bullies.

of the mercenary company known as the Black Wyvern Company,
and not as Captain of the Townguard of the realm of Runewick,
when acting within jurisdiction of the realm of Galmair.
