As I understand it, the original idea was a character could lose one or two items in their bag when ghosted if more the one character was with them. This allowed for RP in that other players can help get their things. These items also weren't to be latents or gems, and nothing would be lost if a player was alone.
The loss isn't working this way as originally intended. A single character that is alone can lose one or more items in their bag if ghosted now and can also lose gems. Is this the intent now..or is this a bug?

Some restrictions on item drop were removed when we decided to increase the rot time of items from 15 minutes to around 13 hours. It is therefore possible to recover lost items by returning to the place where one dropped the items. In other games, such events use to trigger interesting interaction and cooperation.
Exclusions from drops cover items where a custom description has been defined. These are usually quest items or special rewards and therefore items players could not replace in case of loss.
So it is not a bug.
