Trainer for the outlaws

Many posts or suggestions have already been made to aid outlaws. And the repair NPC has been given. We still need tools and such, but what is really lacking is a Trainer. If I belong to a town, I can change my character stats. But if I am an outlaw, I can not. This is an unfair advantage. Maybe I made my character wrong. or maybe he is from old times. but if you can change your character for how things are now, why cant my character?
