Comments to behavior of kings

A hooded man enters Nectie Inn and after looking around is place seems to be desolated from customers he comes to one wall and hangs a wooden board titled "Comments to behavior of kings". On board is currently attached only one unsigned note written with huge letters, but there are many space for other comments:
To revolution they don't speak. To revolution they shoot.
((Using word "shoot" you may have association with rifles, but I have bows in mind
