Obviously unlike any other games, trying to gain skills is frowned on here. We should just talk and talk and hope we learn something while moving between talks.
So in that line, how about limiting checks on our skill menu to once a day. If you check you current skill level once, cool. If you check it once more, a ten percent slower skill gain. If your check it again, another ten percent skill gain loss, a ten percent loss each time you check except for one each day.

Easy, it further hinders power gamers. If you are not worried about skills, this wont affect you. But if you are, it comes at a price.
