Does dexterity help sword fighting at all?

Short answer: Yes

Long answer: Dexterity influences the damage calculation for every weapon (the base damage is calculated for all weapons in the same fashion). But compared to the other attributes that influence is quite small. Basically, every point in dexterity is better spent on an other fighting relevant attribute - only speaking from a fighter perspective, a crafter would like to have dexterity, of course.

Confirmed, dexterity has its influence, but e.g. strength is more important.

Yes, perception influence damage and hit chance.
