I've come to notice that some level 100 skills show a full green bar in the character skill menu in game, while others are stuck at just a tiny green bar and otherwise empty. Is this a glitch or something that can be fixed?

That is a artifact of the minor skill points that are used in the calculation. It means nothing. I'll improve the display in the next client update.

EDIT: Actually no... the skills at 100 are set to a full bar. That also works for me just fine. I just tested it.

It seems to be random. Sometimes they are full, sometimes not. Next time it happens I will take a screenshot.

Maybe related to the same bug that is causing health bars, food bars, xp bars and weight bars to get stuck at showing just a small bar sometimes until you close and reopen the client?

That is possible.
Seems there is something wrong with the timing of the updates of that progress bars.

I will try to find out what is going on there.
