Don't delete Player-Quests

I have got the following problem:
I put out texts for reoccurring player quests in Cadomyr. Such as the High Council or the Arms Practice.
Usually quests remain in the database even after their completion, so that they can be reactivated or their text can be looked up.
Which is most useful for events that take place every once in a while.
http://illarion.org/statistics/us_quests.php?id=602 opens the quest entry to the completed High Council. All good.
http://illarion.org/statistics/us_quests.php?id=606 'should' open the latest Arms Practice. If it wasn't deleted.
While I am not familiar with the procedures behind the scenes, it seems to be possible 'not' to delete completed player quests.
To whomever does curate the Quests: It would be very kind if that possibility would be used, at least for those quests which are apparently reoccurring.
