Is there any known bug that could cause a certain skill to get stuck?

My blacksmithing hasing moved a micrometer in what seems like forever after like 200+ successfully smithed items.

in the same time i have added about a quarter of the way to master to my mining, yet blacksmithing refuses to budge.

There is a new ""nice"" feature, that skillgaining got 10x harder.

Yeah, i started this game after that change, so all of my skills have been 90% harder to learn than anyone else... oh well guess ill catch up when ive masted everything 2 years down the road lol. Most people could have probably mastered smith twice over in the time it will take me to learn to make my second set of tools.

but anyways, i reinstalled illarion and put my characters data folder in there and my smithing started to move again. This might just be a coinsidence though. Since no one else has had the problem before, i doubt its was a bug.

I thought the same thing when I started my new character but after 350 items it started to move and ever since them it has been moving. So it was no bug. Just got to keep with it.
