Rebellious behavior

Dear citizens and visitors alike,
Lately our glorious city has been blessed by new citizens, most of them speaking mainly the Old language. The Queen and the Crimson Order values newcomers greatly but it seems like many of them have the wrong image of exactly how the hierarchy that She has set forward works.
I have approached some newcomers personally with a lowered head, humbling myself to them, offering my help through the status that I've achieved. Most of the time they take my help and return the respect that I've offered but it seems like some of them have been pre-taught that one or fewer of the Queen's royal subjects are to be treated like servants of the lowest possible sort.
As if it wasn't obvious enough, I now need to carefully explain what other positions there are as opposed to someone who has any of the ranks normally achieved through simple tasks:
The Queen can recognise exceptional loyalty to the degree of personally honoring someone as a noble, with a sword on their shoulder and an official parchment in their pocket. I have three of them, to be exact. One can also take an Oath to serve Her through Her military, the Crimson Order, which I am one of the leaders of for good reasons. Some of these newcomers seem to think that the Order is somehow meaningless or insignificant, but what they don't realise is that they're directly offending the Queen, who is the one who made the Order from a simple guild to Her personal security- and military force.
The ranks "Baron" and below are merely the bottom tile of the pyramid. The Queen's personal recognitions of each individual put those individuals above the bottom tile, and thus above in the hierarchy. The Queen doesn't value disrespecting Her decisions and Her hierarchy. In fact, I do not even mention the "Baron"-part of my title anymore for it is meaningless in comparison to the other recognitions.
I truly believe that this is an act of rebellion, a mutiny, an attempt to flush out the Queen's loyal subjects and replace them with a new group migrating from either the other realms or beyond.
This is my warning to those acting out of line, a reminder of who to respect if you want to keep living in Cadomyr. If any more of this sort of behavior is shown, the person doing it will be escorted to the Queen and they will be explained the proper meaning of Her rule.
