Dear Taxman/lady
Does the characters tax payments get stored in the towns treasury?
For example 10 citizens pay 1 gold and in the future we all want a docters surgery built. If the builder turns around and says id like 10 gold 1000 bricks etc. will our stored tax cover it? pretty much like in RL, our Tax goes to national health, schools and police and the army etc.
Im not being funny but taking coin of our characters once a month and throwing it into the pits of oblivion is quite annoying and seems pointless, if it isn't going to be used to benefit the whole town.

It is about convincing the leader of the town. The one listes to the honourable ones, the other one to the wise ones and the last one to the rich ones.
