Okay i made a mage character. she has spells like commotio and transformo. But i dont understand how to cast them. please help.

You have skill but not spells. You must learn a spell by getting a teacher which is a very VERY long path.
Honestly i wouldnt bother

Though this may be changed with the update that's on the way. As it is, don't bother trying until you know exactly what's what.
