"Mage" Staves?

Can any of the "Mage" staves (Ornate Magic Staff, Elven Mage Staff, etc) lock spells onto a target?... I never thought they could, but I thought I'd ask... Bit pricey to buy all of the different kinds, and it seems like an awkward question to ask ingame.

As far as i know, the main use for staves was locking onto targets or boosting spell effects - the one with the feathery, pink-ish tip was able to do that a while ago.

Staves = Long wooden weapons that have a melee function and are made for warlocks and good mages.
Wands = Long wooden things that lock on spells but have no melee function have are made for noob mages.

I like wands because they make me able to cast everything without powergaming.

Wands: Ultimate weapon that makes spells way more powerful and makes it impossible to actualy miss the target. Not for the weak little warlock folk.
-Stop insulting wands your making me feel noobish
