I think you should have different Npc's with different quests... when i had a bash at making my own rpg game using rpg maker xp i used this website for ideas http://www.wizards.com/default.asp?x=dnd/arch/sh

Players have the ability to script there own NPC's and produce such quests. I'm working on a few myself, so if you have a 'good' (relative term) idea you can always send a PM. There are also plenty of other players poking about with scripting NPC's so maybe they might be interestedas well. Otherwise follow the link:
