With Rp related to the game are we supposed to keep it within the game or can we convey certain messages to our leaders as need be.

You mean like your char hears something and you want to tell your leader, but ya cant find him IG?
You can tell him via MSN oder PM

Usually, if its not something 'time critical' and you need to tell him, you can use a 'dove', which means you can send him a private message or talk to him over the internet or whatever.

If however you're getting attacked or something and you message someone else to log on and beat them up, that's kinda bad roleplay.

But it is encouraged and advised to keep it as much as possible inside the game.

No I would not use it to get someone to help me merely to message and advise someone of a situation they would need to know about. thanks.

if your char would tell them ingame about the situation if he sees him, its fine to tell him via PM or such...
