When I try to download the new client it says download stalled at about a quarter of the way through and doesen't come...unstalled.

Any advise?

Be patient. It's normal that it pauses from time to time. So just be patient, that mostly is the key.

I know but I left it for like...half an hour and it was still stalled. It normally stalls alot but thats never happened before.

Try it when less players are online, otherwise the server is overloaded and it lasts a long time

It shouldnt be "overloaded" so easily, that's kinda unlikely. Usually stuff like that gets "stuck" downloading when your internet connection breaks and reconnects, that can happen even if you're on a wired connection.

You have a much better chance if you do other stuff like closing all browsers, clearing the cache, retrying the process.
And if that doesnt help do the clearing again and try a clean reboot.
Furthermore, making sure that you have an up to date Java version installed can't be bad as well !
