Currently it is needed. Else there is no indicator if the work is still running.
Its planned to replace it with those small GFX animations aboth the character, but those animations are not in the client yet.

#me works on the metal armor, hitting it in gentle strokes to form it into shape.

There's your indicator. Also in smithing the anvil graphic changes.

I don't see why its so necessary for everyone to be informed that the person is working. You can just show that to the person working instead.

The only reason I can tell that you'd need to know someone is working at an anvil, is if you're looking for a smith, but then again why else would he be staring at the static tool repeatadly?
