Distributer NPCs

This suggestion will require a new item which I shall refer to as "Citizen Papers". These papers will have no practical use except for this NPC.
You have an NPC placed in every town, who does not sell anything. In order for him to sell something, you need to contact a GM/someone trusted; and give him the amount of goods you want him to sell. (Ie you give him 1000 coal and he'll sell 1000 coal).
The NPC will have two counters on him, which are saved periodically. The first counter determines how much he'll sell for that period in time (similar to how it is now, with stock running out), the other will determine the total amount of items which he can sell.
The NPC will not work unless the buyer has citizen papers, he will then sell some of the items (given to him as above) to the buyer, depending on a price pre-accepted beforehand.
The use of this NPC is for governments to allow their citizens to buy cheaper goods, obtained from large in-bulk trade treaties.
For example Trollsbane decides to purchase 20,000 iron ingots from Silverbrand to be distributed to the civilians at a much cheaper price then usual.
