Athian made a reference to this on the proposal board, so I'm goign to ask it.

In ye olde days, a teacher would take some sort of penalty (skillwise) to teach a student a rune.

Is this still active? And how much IS the penalty?

Its active. 5% of the skill the rune belongs to or something like this.
