To the Town Guard and leading officials

Greetings Citizens and Inhabiter's of Gobaith,
I have come back from a voyage to the Mainland to find that the Town is in major disarray. What disturbs me the most about this, is that it seems that no one is attempting to grab the town by the collar and pull it back up from to the surface before it drowns in a pool of blood. From what I can hear from citizens of the town and passerby, our humble governor is looked at as a Gambler, a Murderer, and a Drunk. As much as I want to deny this, Edward never seems to deny such claims.
There is no communication between anyone in the Guard or in the inter consoles of the Town. Many doves have been sent from my hand that have long since been forgotten. The Town Guard is looked upon as a group of Bandits and Criminals. Dain has been accused of many things, such as attacking and thieving citizens of others that sometimes call Troll's Bane a home and even attacking the Town of Varshikar.
Troll's Bane should be a safe place to dwell in and none, anywhere should fear staying within it. The job of the Town Guard is to keep people from fearing bandits and criminals, but how are we to do this if our own Captain is accused of such acts? I hate to nail into our Captain but after a time, when the accusations start building up to the ceiling and dove after dove, and question after question goes unanswered a person that is serving under someone tends to get a little irritated.
I will not let Bandits and mischief run on the streets of Troll's Bane. I can handle the ones that are outside of the Network, but if we do have some criminals inside the Government with higher ranking positions something has to be done. Am I blatantly saying that our Governor and our Town Guard Captain are evil or in a organized crime operation? Nay, I am not. But I am bringing it to the public so that maybe, I can catch the attention of the aforementioned people and finally receive a answer.
