Feliam Wardstrok

Not sure if this is the right place to post this, But isn't Feliam Wardstrok (The hobbit NPC in the trolls bane farms) supposed to sell some things for farming and fishing? I tried to but a fishing rod from him but it didn't work so I asked him what he sells. He responded "I sell nothing".
