Citizens of Bane

Dear folks of Troll's Bane and the Gobaith,
Troll's Bane has seen many things in the last few years. We have been attacked by numerous opponents, Negros, the temple, and recently Caelum to name a few. We have had different governors through these times, Constantine who was inactive and did nothing besides sold off the land of Troll's Bane for personal gain, and a woman governor named Siltaris who was accused of many things that I will not write upon this wall. The question I fine myself asking, is how can we learn from these past governors?
Every governor has had distinct disadvantages and weaknesses. I have studied for this position for quite some time, aiming to unify and make the Town of Troll's Bane what it once was. A revered town, the center of the isle. Men and women would flock to Troll's Bane for the things that went on there. I want to see happy faces as I walk along the streets, not ones plagued with fear of being attacked by bandits or underworld fiends.
I have made a list of things that can and will make this town better with a small description on how I will do this.
Government Positions -
Town Treasurer - In the past, many governors have been accused of taking the town's money. I will reinstall an old position through elections. The duties of the Town Treasurer will be to keep track of the Town's money, exports, imports, and wages of each position. So that no more money is taken from the taxes that we gather each month, this position will be payed handsomely from my own pocket.
Guard Captain - This position has not had a stable leader for quite some time. Taliss was very good at leading it, though it was for a short period. This person will be elected by the citizens as well, but with a slightly different twist. Once this person is elected he will assume his regular duties as of ever, but he will be graded for the first 2 dwarven weeks of his duty. A rubric will be posted on the town board. He/she will be graded on a one (lowest) to five (highest) scale on different categories that I assign. At the end of those two dwarven weeks, if he does not get a good enough grade to become the Captain then he will be striped of his position and the town will take different avenues to replace him.
Allow me to touch on the Town Guard position here as well. I will not let traitors into my city, it will not happen. People like Evan Ross will not be given the light of day if I am governor. Town Guards will be tested by myself on four different things: Ability to wield a blade, manners, how they deal with pressured situations, and how they interact with citizens. Also, every non Old Language speaker or vice versa that signs up for the guard will be required to learn a small amount of the corresponding language so that they can communicate with our citizens.
They will also be given strict orders to train. The enemies of this town have grown strong, therefore we have to match there intensity and stop them at the gates of Trolls Bane.
Governor - So that I can not be accused of anything in terms of stealing money, I will refrain from taking salary from my position as the Governor.
Old Language Governor - In order to have citizens of multiple language I will also install a Old Language Governor that speaks the language of the old. He will be elected and hold as much power as myself, though he will deal primarily with the old language speakers. If I am away for whatever reason, he will have responsibility to look over the entire town, as is the same for me. The old language governor will need to be able to speak a little bit of the new.
Protectors of Troll's Bane - I was once in the Knighthood as you probably all already know. One of our mine objectives was to have a head quarters in Troll's Bane. If I win the elections, construction or a building will be lent to the Knighthood of Gobaith so that we have stronger relations with one of the good groups of this isle. Of course, this will be voted on my the majority of the citizens. The people that are in the Knighthood will become a special force, Protector's of Troll's Bane.
Diplomatic -
For to long has the towns of this isle been apart. I will see to it that Troll's Bane and all the other major towns sign treaties and compacts, involving free trade and military service in times of war. A together Gobaith is a better Gobaith.
Rothman -
Many, many people will not vote for me because of the last name that I carry. I say, why? Why do you discriminate against my last name? My father led this town for a long while, a very long while infact and up to the Silverbrand incident he was probably the best ever. Troll's Bane was the center of Agriculture, fame, and men and women flocked to it for it's safety. It had a working guard, a knighthood, and one hell of a man at it's lead. I have resolved my issues with most of the towns of this isle, please do not base this election on this one little thing.
Troll's Bane Marketing:
I will attempt to sit up a system with traders that are already citizens of the town, by speaking to other towns and sitting up a free trade agreement. Most towns cost to sell or barter away your goods, with this free trade every tradesman from Troll's Bane can go to a town and sell what he wishes or buy. Also, so that simple tradesman do not have there valuables stolen as they travel by cow, I shall buy body guards for you or make a recruit do so. Giving the recruit this responsibility will be a good learning experience.
Also, a monthly market day will be held. This was put in place by my father many years back. You can buy a booth for the cost of 5 silvers and sell whatever you like during this time. It will be posted on the Town Boards and Traders will be able to give a "head's up" on what they are selling. If a trader does not make his 5 silvers back, then his earnings will be subtracted by 5 and he will be given equation. Troll's Bane citizens will only have to pay 2 silvers 50 coppers for this space.
The Arena. Under me, there will be many plays, Combat tournaments, and other events involving this building. How many people want to sit and watch something fun without concessions? Trader's will be able to sit up concessions at these events and sell their products for a tax of 1 silver. Citizens of Troll's Bane will only have to pay the sum of 50 coppers. This will bring more citizens to Troll's Bane for they will want the benefits.
Town Guard -
A training regime will be installed. We cannot have weak Town Guards.
Magistrate -
I did not comment that much on this position before. We need someone to enforce the laws in Troll's Bane. If we had a magistrate that was as great as Samantha was, including our other cast of good officials we can thrieve. Bandits and thieves will be put on trial and held in jail until there court date. So that I do not have as much work to do, the Magistrate will be in charge of sitting these times. I will step in and be the judge if need be or even assign some dates for criminals if the Magistrate just so happens to be away.
War Relations -
Right now Troll's Bane faces many threats from various towns and small rogue factions. Silverbrand has almost openly declared war on us. Caelum has had war on us. And bandit gangs attack our town every other day.
Silverbrand -
They said that they will attack us if we do not get our act straight. This is the time where people need to look at themselves and the candidates seriously. Do YOU want a Governor that cannot handle this? One that will be inactive and not take the role that was bestowed upon him? Nay. You want one that can make Troll's Bane a great town again within a short period of time. Silverbrand will probably not attack if we are able to rebuild and patch things up quickly. With the system I have said above we can do this effectively and fast. Dantagon's and many others have suggested making a council, or something else that takes a very long time. A council is many separate elections, and then even more for the four other positions. Tis it will take to long. We need a easy and quick way to get the town in order.
Caelum
We have no quarrel with them as long as they do not with us. I shall even go on a diplomatic trip and ask if we can be at peace with each other. Donations will be order from my own pocket to further our strong relations.
Bandits
There will always be the problem of bandits. They seem to catch us off guard as the Guards are off doing something else. With the new attractions in Troll's Bane which results in population, more people per square foot, and more guards, Surely it will reduce the numbers of attacks in some margin? If I can cut the number of attacks in two, I think that will be a good day for not only the victims of these men/women but the town as whole.
Construction ideas -
There will be a shelter house built for all those who cannot fight for times of war. Citizens will be evacuated to this safe zone and hide out there. Druids and other healers will supply food and proper drinking water for the people within.
I will also like to sell off some land to strengthen our money supply. With new houses and estate available more people will want to flock to Troll's Bane for the chance to settle down and raise a family or simply live in there own home.
I have more ideas that I will post at a later time.
