A question on helmets

Here are a few assumptions that I made, could a GM tell me whether they're true or not? There are tons of helmets and its hard to find out the statistics for all of them (and its also hard to assume anything).

I) The harder a helmet is to make, the more protective it'll be
II) If I can make 2 helmets, even if there's a quality difference, a better quality helmet A will be less protective then a lesser quality helmet B (which is harder)

Am I right or am I wrong? I don't see a good way to test it...

1) Yes
2) Maybe Yes. Maybe Not. Depends on the difference of quality and the difference of the base values of each helmet.

i see the same problem with helmets, that i see with all parts of armour and with all weapons.
a char, who is no smith, can not really find out, what weapons and armours really are good for him.
(every test does not serve, because by testing the items are used, and go down in quality - and every enemy is slightly different in his attacks)

You don't know everything in real life as well. Thats just natural. Why should it be different in the game?

Because you can examine an item in real life...

You can look at a helmet, and see what it protects, and what it doesn't for example.
