I declare a new order that the town become a DMZ absolutely no fighting  if ne man woman or child fights in this zone they decome violation targets and should be  executed immedietly upon break the rule
to join the DMZ post here this is not a guild clan or part of my empire it is to ensure safety of other players if i or ne1 else meets an enemy in town

i think that is up to the fairies who owns the lands...
