is intelligence for a char based on the race or what? if i have 10 int for my orc does that mean he is an average orc? Or an average human? elf? Just average for all races? I know it is just a stat and doesn't really matter but i like to play weakness and strengths so if i have low int is he super dumb, because he is dumb even for an orc or is he just as dumb as the human or elf with the same stat?

Its average in comparing with all races.
The average orc would more have a intelligence around 5 or something like this. So your orc would be one of the more intelligent ones.

Hello! Welcome to Illarion.
As you might have noticed, it's a roleplaying game, but honestly, rare are the ones who really respect with pernickety their character's attributes to affect how they roleplay him.
Most fighters have around 8/9 intelligence on 20, yet they act as if they were great masterminds. It doesn't really matter. Only mages mainly have high intelligence and the such.
If you can't help but want to respect what attributes you have, then, from a wild guess, the chief/shaman of an orc tribe would have about 6-7 in intelligence.
Good luck!
