This is what the new account system looks like, you can try indefenitally, and there's no 'break' between tries either.

What I suggest is.

First try: Can't do it for 1 minute
Second try: Can't do it for 10 minutes
Third: For an hour
Fourth: For a day
Fifth: For a week
Sixth: Banned

This way, you'd get so angry having to wait, that you'd just read the rules....
