For some reason, the chat bar part of the screen takes up half the screen, and I can't figure out how to get it lower, and also, I can only see myself from the knees down.
I think I read something about a quest, but how do I gain the ability to use magic?

Hello, welcome in game.

For the chat part taking half the screen, simply use your mouse wheel and scroll down while hovering your cursor above it. Or right-click and 'scroll down' or something like that.

For the part where you can only see your knees and up, I've got no clue.

As for magic, you must find a teacher, which will himself teach you magic. (That's not a very easy thing to do, be warned. As each teacher is allowed 3 pupils, and most are already taken, I fear.)

It didn't work, the only options were 'unfold' and that made it take up the whole screen, and Fold, which brought it back to the half screen... but thanks anyways.

Ahh, I know now what you mean.
It's your screen resolution. Try making it wider by: right-clicking on your desktop, choosing 'Properties', then clicking on the Settings tab.

So type "!l lizard <message>"? or is it a toggle command, and if I don't acknowledge, it's because I've got to go, g'night!

!l lizard then hit enter that will switch you to lizardlanguage. to go back to common type !l common then enter.
