Guard Meeting
Speaker: Farel, Captain of the Guard
Points discussed:
-General perspectives on being a guard, what it involves, etc.
-Who can be come a guard? Farel stated that he is willing to allow any interested people in, who have a good record.
-Do Guards need to be citizens? Recruits do not need to be citizens. But to further yourself to a full guard with all the privelages, you will need to be a citizen.
-Criteria for going from a recruit to a guard. Have to be decent at a certain aspect (blade, medico, not necessarily fighting), and with good attitude, they can advance.

Town Meeting
Speaker: Fooser + Citizens

The Temple, brought up by the general group:
-Current stance on the temple discussed. Current policy put into question, about allowing non-undead temple members into town. It will remain this way though, except for those who have escaped prison (Ku'Agor). Each temple member that abuses this right will lose their privelage individually, and risk being jailed or killed if caught.
-Citizens are warned to be careful when traveling, temple members (Dravian) was seen earlier in the week outside of town, and a hostage was taken.

Shelter Building, brought up by Ssafar:
Proposal: A building designed as a shelter, in which citizens go during emergencies, and only citizens can get inside.
Response: Other things need attending to first. Various places around town already have served successfully as refuges during crisis (Library), and this would be wasteful.

Taxation, brought up by Midrusio:
General results of discussion,
-There will be NO fee for becoming a citizen.
-There will be NO weekly tax for those who don't own land.
-Concerns about if the town treasury will be able to make enough.

Property, brought up by Fooser:
-Now, people who are interested in buying land can do so inside and near Trollsbane ((as per guidelines/rules set by Lennier and the staff)). System and taxation proposal for this will be listed below.
-Those interested in building should send a letter to Fooser, and it will be discussed.

A number of smaller suggestions and questions. I thank you all for showing up, things went well for both meetings I believe. Hopefully we can do this again on a regular basis. Coming to these meetings will effect the input towards making policy, so it is advantageous to come if you are interested.

Proposal for Property/Tax Policy
1. There will be no fee for those wishing to become citizens.
2. No weekly tax will be paid by those who don't own property. This is unfair for them, and will cause concern among the citizens.
3. Public buildings (Workshop, Store) will not be taxed, unless they eventually recieve a private owner.
4. Groups/Individuals that do own property can be subject to a reasonable weekly tax, mostly based off the size of property owned, along with other factors.
5. For new property, it can be sold to those who wish to build homes or other structures. If you want to buy land within Trollsbane's jurasdiction you can do so by either:
A. Making a direct up-front payment for the land, then with no tax after.
B. Pay very little up front, but then subject to a weekly tax like other land owners.
-This proposal will be used for now, and can be changed, this is new ground we walk on, so nothing will be set in stone for now. Comments on this property proposal, or any topics discussed are welcome.
