I have a present for those who fight the lichs. An invisible shield that will keep them far from you if you carry it with you. Please come to me as soon as possible, Leaders or delegates of leaders come as well so I may supply you with such weapons that will keep them hidden if you reveal it.

The shields are real, not a joke. They are not actually shields, but they serve better than one. Listen to the Governor's request, he does not lie.
