The borders of the Hamlet of Greenbriar are the Island known as Briar in it’s entirety claiming half of the northern bridge and 10 meters surrounding the Island’s perimeter.
Geography:
The land of the Hamlet of Greenbriar is structured in three areas. The hamlet of Greenbriar is defined by hedges on the North, the Bay of Briar on the East and South, and Briar Creek on the West. Mostly fruit and Naldor wood grows here.
North Briar is defined as the part of Isle of Briar north of the hamlet of Greenbriar, to the isle’s northern tip and including half of the bridge to Gobiath. This area is usually safe for travelers. Some conifer wood forest and meadows dominate this area
South Briar is defined as the part of Isle of Briar south of the hamlet of Greenbriar, to the isle’s southern tip. This area has been transformed by a volcanic eruption and some Dark Magic into a 'hellish' place of undead monsters and dangers. This area is only to be traveled at your own risk.

The Hamlet of Greenbriar is and will remain both open and welcoming to all races and nations without prejudice. The safety of each individual on the Isle of Briar is of equal priority regardless of allegiance. By that token, anyone crossing into the Isle of Briar agrees by their mere presence to honor and be subject to the below-written stipulations without exception:
Crimes
§1. Criminal fugitives.
In the instance a criminal arrives on the Isle of Briar is wanted by another town they may request Sanctuary in Greenbriar from the Town Council. Sanctuary will commonly be granted in cases of persecution, genocide, poverty or national conflict as well as other reasons determined solely by the Town Council.
A hearing will be convened and sanctuary status determined. If granted Sanctuary, they must remain on the Isle of Briar to receive protection. Once they have traveled off the Isle, either by crossing the Bridge, by Magic or other means, protection status is lost.
If not granted sanctuary status, the fugitive will be asked to leave the Isle.
§2. Murder of any citizen of Greenbriar
Murder is not tolerated and is punished on the Isle of Briar.
Murder of a citizen of Greenbriar anywhere on the Isle of Briar calls for serious action. If a murderer attacks on the Isle of Briar, a bounty will be posted for his capture.
Once the murderer is captured, then a trial is to be called. The Town Council will convene for the alleged attacker to be given a fair hearing to plead his/her case. The determination of the Town Council is final. The penalty of Guilt is Hanging until the murderer is dead.
§3. Theft
Theft is not tolerated and is punished on the Isle of Briar.
If two people witness the crime personally, a thief—if caught red handed—may be banned from the Isle.
If a thief feels he is falsely accused, he may request a hearing from the Town Council, who’s determination is final.
§4. Fights, Intimidation and other misconducts
These behaviors are not tolerated and will be punished on the Isle of Briar.
If two people witness this crime personally, the offending party may be asked to leave the Isle for the day. If they do not, the Town Council may apply further consequences as deemed necessary.
Repeated occurrences will receive harsher punishment as determined by the Town Council.
§5. Offensive magic
Offensive Magic is not tolerated and will be punished on the Isle of Briar.
Unless the Offender has direct permission from the Town Council, any magic user practicing offensive magic on the Isle of Briar and in Greenbriar in particular, shall be deemed guilty and banned from the Isle, preceding crimes taking precedence.
Defensive Magic such as shield, healing, etc. are allowed as long as it does not interfere with other’s freedoms.
§ 6 Sedition
§ 6.1 Threats, violence, abduction, and murder committed with the purpose of inhibiting the function of the government of Greenbriar, or changing government policy will be considered acts of Sedition.
§ 6.2 Punishments will be determined solely by the Town Council members based on the graveness of the offense.
§ 7 Treason
§ 7.1 Violence, abduction, murder or conspiracy committed with the purpose of aiding or abetting the enemies of Greenbriar with the intent of harming its land, property or citizenry, will be consider acts of Treason.
§ 7.2 The Town Council will convene for the alleged traitor to be given a fair hearing to plead his/her case. The determination of the Town Council is final. The penalty of Guilt is Hanging until the traitor is dead.
Legal Process
§ 8 Hearings
Hearings will begin when Town Council members, victim and suspect is present. The mayor or his designee will officiate and one at a time, the statements will be made. Hearings may be requested by anyone involved in an incident. Hearings are conducted in the Briary Tavern or may be conducted on site at the discretion of the Town Council members present.
§ 9 Town Council
The Town Council consists of a Mayor – Officiator, and 4 Aldermen as available. The Town reserves the right to convene a hearing with whatever members are available at the time. If the Mayor is not available, an Alderman may serve as a designee to officiate the hearing.
§ 9.2 Suspect & Victim Rights
Both parties are entitled to a speedy hearing. Whichever Town Council members are present may immediately conduct a hearing or post a time in the near future to hold one.
Upon request, both parties may postpone the time of the hearing to gather witnesses, solicitors and evidence.
Both parties are entitled to one solicitor each to represent and assist them in the hearing.
Both parties are entitled to gather and present any witnesses the require prior to the time of the hearing.
No additional evidence, testimony or witnesses may be presented once the hearing concludes.
§ 9.3 Non-appearance
If suspect fails to show up to the agreed date, a bounty shall be posted for their capture. Additional punishments may be added to the determination of the hearing.
§ 9.4 Determination
The Available Town Council members will judge, discuss amongst themselves and vote on a determination which consists of Innocence or Guilt, as well as the punishment. The determination of the Town Council members is final. No appeal is allowed.
Resources
§ 10 Lumberjacking
Lumberjacking on the Isle of Briar and within Greenbriar is permitted with the following restriction.
If a tree dies, it must either be immediately replanted, or the Town Forester must be notified. A donation of a tree seed (fir seedling, apple or cherry) is expected.
Abuse of this simple request will result in a ban from the Isle of Briar.
§ 11 Farming
Farming is permitted anywhere in the public fields of Greenbriar. Greenbriar operates under communal farming. The farmlands in the town ‘green’ are for public use.

§ 13 Other Craftsmen
All other crafts are permitted on the Isle, free of charge or limitation.
Administration
§ 14 Citizenship
To become a citizen of Greenbriar you will need to inform the Town Council of your request by Dove, and make regular appearances in Greenbriar.
As a citizen you get the following benefits
*Right to vote in Greenbriar
*Right to hold position on the Town Council
*Right to own property on the Isle of Briar and in Greenbriar
*Right to participate as a member of the Greenbriar Militia or the Government of Greenbriar
*Protection of the Hamlet of Greenbriar on the Isle of the Briar
§ 14.1 Dual Citizenship
To become a dual citizen, anyone may apply or be rewarded regardless of place of citizenship by the Town Council. Various reasons may apply such as defending Greenbriar in times of need, constant assistance and goodwill toward Greenbriar and its citizenry, and other benefits to Greenbriar as determined by the Town Council.
As a dual citizen you get the following benefits
*Right to participate as a member of the Greenbriar Militia or the Government of Greenbriar
*Protection of the Hamlet of Greenbriar on the Isle of the Briar
§ 14.2 Honorary Citizenship
An Honorary citizen, is conferred solely as determined by the Town Council for exceptional leadership and service regardless of place of citizenship.
As an honorary citizen you get the following benefits
*Protection of the Hamlet of Greenbriar on the Isle of the Briar
*Preferential honors and dignitary treatment on the Isle
§ 15 Taxes
There are no taxes in Greenbriar of any kind. Town funds are raised through economic enterprises by the Town or through private donations.
§ 16 Property Ownership
Citizens may own property in Greenbriar and on the Isle of Briar. They may rent to ‘tenants’ who purchase the right to live on the property.
Non-citizens may not own property on the Isle of the Briar. Such property, if found, will be seized by the Hamlet of Greenbriar for administration.
In the case of absentee owners or abandoned buildings, the Town Council will seize and administrate them on behalf of the Hamlet of Greenbriar until new owners or tenants are acquired through public auction.
Government
§ 17 Offices
§ 17.1 Mayor
The Mayor is part of the town council and the executer of its will. He has the power to take any and all steps necessary to defend Greenbriar and its citizens, enforce laws, officiate in Hearings, appoint a designee, decide tie votes, negotiate treaties and other duties as required. His powers are limited and may be amended by the Aldermen.
§ 17.2 Aldermen
There are up to four Aldermen which are also a part of the Town Council. They may create, amend and delete laws, be designated to officiate a hearing, may judge as part of a hearing, enforce laws, discuss and vote on town policy and limit or amend the Mayor’s duties.
§ 17.3 Treasurer
A trustworthy individual may be appointed by the Town Council to serve as guardian and administrator of the treasury of Greenbriar. The treasurer also serves as auctioneer of public auctions, collector of revenues and conveyor of licenses. He must report regularly to the Council.
§ 17.4 Forester and other officers as needed
The Town Council may appoint any and all officer required to perform tasks for the Hamlet of Greenbriar and its citizenry. Their duties shall be given verbally and overseen by the Council.
§ 18 Elections
Elections for the Mayor and Aldermen shall be conducted every three years on the 5th of Zhas. Only registered citizens may vote. Installation of office is conducted that evening during Independence festivities.
Elections are to be administered and counted by three volunteer citizens or dual citizens appointed to the task.
Police ~ Polizei
§ 19 Police shall created to enforce the laws, apprehend criminals and maintain the peace.
§ 19.1 Police shall be commanded by a Sheriff of Greenbriar, an appointed position and answerable to the Town Council. This is a paid position of 200 coppers per month.
§ 19.2 The Sherriff shall be assisted by no more than three Deputies, appointed by the Sheriff to assist in his duties. These are also paid positions of 150 coppers per month.
Greenbriar Militia ~ Greenbriar Militar
§ 20 A Militia shall be created to defend the Isle of Briar, assist our allies, and any other duties beyond the capability of the Police.
§ 20.1 The Militia shall be commanded by a Field Marshall, appointed by and answerable to the Town Council. This is a paid position of 300 coppers per month. The field Marshall shall be responsible for training, budget, armament and total command in battle.
§ 21 The Militia shall be composed of three Regiments, each commanded by an appointed General, who is answerable to the Field Marshall. The General shall also be responsible for training, promotions, and command.
§ 21.1 Each Regiment shall be composed of three Phalanx, each commanded by a Captain who is answerable to the General of his Regiment.
§ 21.2 Each Captain shall also be assisted by a Sergeant who will assist in the battlefield command of Troops.
§ 22 Formation of Regiments is based on loyalty and experience. The First Regiment shall be composed of Citizens of the Isle and will be considered 'Regulars'. The Second Regiment shall be composed of Dual Citizens and will be considered 'Reserves'. The Third Regiment shall be composed of Dual Citizens, Mercenaries, conscripts and others and will also be considered 'Reserves'.

§ 7.1 Violence, abduction, murder or conspiracy committed with the purpose of aiding or abetting the enemies of Greenbriar with the intent of harming its land, property or citizenry, will be consider acts of Treason.
§ 7.2 The Town Council will convene for the alleged traitor to be given a fair hearing to plead his/her case. The determination of the Town Council is final. The penalty of Guilt is Hanging until the traitor is dead.
Legal Process
§ 8 Hearings
Hearings will begin when Town Council members, victim and suspect is present. The mayor or his designee will officiate and one at a time, the statements will be made. Hearings may be requested by anyone involved in an incident. Hearings are conducted in the Briary Tavern or may be conducted on site at the discretion of the Town Council members present.
§ 9 Town Council
The Town Council consists of a Mayor – Officiator, and 4 Aldermen as available. The Town reserves the right to convene a hearing with whatever members are available at the time. If the Mayor is not available, an Alderman may serve as a designee to officiate the hearing.
§ 9.2 Suspect & Victim Rights
Both parties are entitled to a speedy hearing. Whichever Town Council members are present may immediately conduct a hearing or post a time in the near future to hold one.
Upon request, both parties may postpone the time of the hearing to gather witnesses, solicitors and evidence.
Both parties are entitled to one solicitor each to represent and assist them in the hearing.
Both parties are entitled to gather and present any witnesses the require prior to the time of the hearing.
No additional evidence, testimony or witnesses may be presented once the hearing concludes.
§ 9.3 Non-appearance
If suspect fails to show up to the agreed date, a bounty shall be posted for their capture. Additional punishments may be added to the determination of the hearing.
§ 9.4 Determination
The Available Town Council members will judge, discuss amongst themselves and vote on a determination which consists of Innocence or Guilt, as well as the punishment. The determination of the Town Council members is final. No appeal is allowed.

§ 10 Lumberjacking
Lumberjacking on the Isle of Briar and within Greenbriar is permitted with the following restriction.
If a tree dies, it must either be immediately replanted, or the Town Forester must be notified. A donation of a tree seed (fir seedling, apple or cherry) is expected.
Abuse of this simple request will result in a ban from the Isle of Briar.
§ 11 Farming
Farming is permitted anywhere in the public fields of Greenbriar. Greenbriar operates under communal farming. The farmlands in the town ‘green’ are for public use.

All other crafts are permitted on the Isle, free of charge or limitation.
Administration
§ 14 Citizenship
To become a citizen of Greenbriar you will need to inform the Town Council of your request by Dove, and make regular appearances in Greenbriar.
As a citizen you get the following benefits
*Right to vote in Greenbriar
*Right to hold position on the Town Council
*Right to own property on the Isle of Briar and in Greenbriar
*Right to participate as a member of the Greenbriar Militia or the Government of Greenbriar
*Protection of the Hamlet of Greenbriar on the Isle of the Briar
§ 14.1 Dual Citizenship
To become a dual citizen, anyone may apply or be rewarded regardless of place of citizenship by the Town Council. Various reasons may apply such as defending Greenbriar in times of need, constant assistance and goodwill toward Greenbriar and its citizenry, and other benefits to Greenbriar as determined by the Town Council.
As a dual citizen you get the following benefits
*Right to participate as a member of the Greenbriar Militia or the Government of Greenbriar
*Protection of the Hamlet of Greenbriar on the Isle of the Briar
§ 14.2 Honorary Citizenship
An Honorary citizen, is conferred solely as determined by the Town Council for exceptional leadership and service regardless of place of citizenship.
As an honorary citizen you get the following benefits
*Protection of the Hamlet of Greenbriar on the Isle of the Briar
*Preferential honors and dignitary treatment on the Isle
§ 15 Taxes
There are no taxes in Greenbriar of any kind. Town funds are raised through economic enterprises by the Town or through private donations.
§ 16 Property Ownership
Citizens may own property in Greenbriar and on the Isle of Briar. They may rent to ‘tenants’ who purchase the right to live on the property.
Non-citizens may not own property on the Isle of the Briar. Such property, if found, will be seized by the Hamlet of Greenbriar for administration.
In the case of absentee owners or abandoned buildings, the Town Council will seize and administrate them on behalf of the Hamlet of Greenbriar until new owners or tenants are acquired through public auction.
Government
§ 17 Offices
§ 17.1 Mayor
The Mayor is part of the town council and the executer of its will. He has the power to take any and all steps necessary to defend Greenbriar and its citizens, enforce laws, officiate in Hearings, appoint a designee, decide tie votes, negotiate treaties and other duties as required. His powers are limited and may be amended by the Aldermen.
§ 17.2 Aldermen
There are up to four Aldermen which are also a part of the Town Council. They may create, amend and delete laws, be designated to officiate a hearing, may judge as part of a hearing, enforce laws, discuss and vote on town policy and limit or amend the Mayor’s duties.
§ 17.3 Treasurer
A trustworthy individual may be appointed by the Town Council to serve as guardian and administrator of the treasury of Greenbriar. The treasurer also serves as auctioneer of public auctions, collector of revenues and conveyor of licenses. He must report regularly to the Council.
§ 17.4 Forester and other officers as needed
The Town Council may appoint any and all officer required to perform tasks for the Hamlet of Greenbriar and its citizenry. Their duties shall be given verbally and overseen by the Council.
§ 18 Elections
Elections for the Mayor and Aldermen shall be conducted every three years on the 5th of Zhas. Only registered citizens may vote. Installation of office is conducted that evening during Independence festivities.
Elections are to be administered and counted by three volunteer citizens or dual citizens appointed to the task.
Police ~ Polizei
§ 19 Police shall created to enforce the laws, apprehend criminals and maintain the peace.
§ 19.1 Police shall be commanded by a Sheriff of Greenbriar, an appointed position and answerable to the Town Council. This is a paid position of 200 coppers per month.
§ 19.2 The Sherriff shall be assisted by no more than three Deputies, appointed by the Sheriff to assist in his duties. These are also paid positions of 150 coppers per month.
Greenbriar Militia ~ Greenbriar Militar
§ 20 A Militia shall be created to defend the Isle of Briar, assist our allies, and any other duties beyond the capability of the Police.
§ 20.1 The Militia shall be commanded by a Field Marshall, appointed by and answerable to the Town Council. This is a paid position of 300 coppers per month. The field Marshall shall be responsible for training, budget, armament and total command in battle.
§ 21 The Militia shall be composed of three Regiments, each commanded by an appointed General, who is answerable to the Field Marshall. The General shall also be responsible for training, promotions, and command.
§ 21.1 Each Regiment shall be composed of three Phalanx, each commanded by a Captain who is answerable to the General of his Regiment.
§ 21.2 Each Captain shall also be assisted by a Sergeant who will assist in the battlefield command of Troops.
§ 22 Formation of Regiments is based on loyalty and experience. The First Regiment shall be composed of Citizens of the Isle and will be considered 'Regulars'. The Second Regiment shall be composed of Dual Citizens and will be considered 'Reserves'. The Third Regiment shall be composed of Dual Citizens, Mercenaries, conscripts and others and will also be considered 'Reserves'.
