I think maybe he is suggestion when one uses #me with someone else's name who happens to be on the same screen or near you, you should know him. But I would think it would be too complicated to make it like that.

The incident was a noob wanted to know the name of Xaller's character. and i did #me, looks to Silas. And the noob then did not understand and thought his character would know Xaller's character as Silas.
Xallier is complaining about that incident.
